Since January 1, 2009, tax agents for the value added tax include the buyers of the state property not attached to the state enterprises and institutions forming the state treasury of the Russian Federation, treasury of the subjects of the Russian Federation, as well as the municipal property not attached to the municipal enterprises and institutions forming the municipal treasury.
