The Ministry of Regional Development is authorised to issue permissions for construction and putting in operation of the following objects of capital construction: those located on the territory of two or more subjects of the Russian Federation, embassies, consulates and representation of the Russian Federation abroad, in the exclusive economic zone and on the continental shelf of the Russian Federation, in internal sea waters and in the territorial sea of the Russian Federation; defence and security objects; other objects where information comprises the state secret; highways of federal significance; historical and cultural monuments of federal significance; hazardous, technical complicated and unique objects.
