Federal Law No. 217-FZ of July 24, 2007 on the Amendments to the Federal Law on the Entry into Force of the Forestry Code of the Russian Federation

Simplifies the procedure of providing forest parts to citizens and legal entities, as well as removes administrative barriers having emerged while bringing in compliance with the new Forestry Code of the Russian Federation of the lease contracts for the parts of the forest fund and the contracts of gratuitous limited use of the parts of the forest fund concluded before January 1, 2007.
      The Federal Law is entered into force from the day of its official publication, except for individual provisions where other time limits are specified for the entry into force.

Federal Law No. 216-FZ of July 24, 2007 on the Amendments to Part 2 of the Tax Code of Russian Federation and Some Other Legislative Acts of the Russian Federation

Amends six chapters of Part 2 of the Tax Code of the Russian Federation to simplify the mechanism of calculation and payment of taxes, as well as to make more definite application of individual tax norms.
      The Federal Law is entered into force from January 1, 2008, however, no sooner than one month after the day of its official publication, except for individual provisions where another procedure for the entry into force is specified.

Federal Law No. 215-FZ of July 24, 2007 on the Amendments to the City-Planning Code of the Russian Federation and Individual Legislative Acts of the Russian Federation

The amendments make more uniform the provisions of the actual legislation on the state expert evaluation of the design documentation of objects of capital construction.

Federal Law No. 212-FZ of July 24, 2007 on the Amendments to the Legislative Acts of the Russian Federation Pertaining to the Terms and Procedure of Purchase of Rights for the Land Plots in the State or Municipal Property

Refines the terms and procedure of purchase of rights for the land plots available in the state or municipal property.
      The Law is entered into force 90 days after the official publication, except for individual provisions where another time limit is specified for the entry into force.

Federal Law No. 209-FZ of July 24, 2007 on the Development of Small and Medium-Size Businesses in the Russian Federation

Creates new legal fundamentals for development of small and medium-size businesses in the Russian Federation.
      The Federal Law is entered into force from January 1, 2008, except for the provisions on the authority of the Government of the Russian Federation to fix the limiting amounts of receipts and the balance cost of assets of the subjects of small and medium-size businesses, as well as the continuous statistical monitoring of their activities. The given provisions are entered into force from January 1, 2010.

Federal Law No. 202-FZ of July 24, 2007 on the Invalidation of Part 2 of Article 13 of the Federal Law on the Entry into Force of Part 4 of the Civil Code of the Russian Federation

Excludes the norm on the right of prior use for trade-marks to protect Russian producers.
      The Law is entered into force from the day of its official publication.

Federal Law No. 201-FZ of July 24, 2007 on the Ratification of the Convention on the Marking of Plastic Explosives for the Purpose of Their Detection

Ratifies the Convention on the marking of plastic explosives for the purpose of their detection signed in Montreal on March 1, 1991 with amendments to the technical appendix to the Convention of 2002 and 2005.

Federal Law No. 200-FZ of July 24, 2007 on the Ratification of the Agreement between the Russian Federation and the Republic of Belarus on the Regulation of Proprietary Issues of the Union State

The Agreement defines the grounds for emergence and termination of the proprietary right of the Union State, the objects to be owned on the proprietary basis, main provisions pertaining to the forming and management of the property of the Union State, as well as regulates the proprietary relations between the Union State and the member-states.

Federal Law No. 199-FZ of July 24, 2007 on the Endorsement of the Treaty on the Delimitation of the Sphere of Reference and Authority between the Bodies of State Power of the Russian Federation and the Bodies of State Power of the Republic of Tatarstan

The Treaty on the delimitation of the sphere of reference and authority between the bodies of state power of the Russian Federation and the bodies of state power of the Republic of Tatarstan signed in Moscow on June 26, 2007 is endorsed in a refined wording.

Amends individual legislative acts of the Russian Federation pursuant to the adoption of the Federal Law on pawnshops.
      The Federal Law is entered into force from January 1, 2008.

Federal Law No. 196-FZ of July 19, 2007 on Pawnshops

Specifies the legal fundamentals of activities of pawnshops - specialised commercial organisations where the main type of activities is granting short-term loans to citizens on security of belongings.
      The Federal Law is entered into force from January 1, 2008 and applies to legal relations emerging after the day of its entry into force.

Order of the Federal Customs Service No. 801 of July 3, 2007 on the Amendments to the Instruction on Individual Customs Operations Carried out When Using the Customs Regime of Abatement in Favour of the State Endorsed by the Order of the State Customs Committee of Russia No. 1342 of November 27, 2003 on the Endorsement of the Instruction on Individual Customs Operations Carried out When Using the Customs Regime of Abatement in Favour of the State

The amendments are stipulated by the entry into force from January 1, 2007 of the TD1, TD2, TD3 and TD4 sets of forms uniting in a single document the cargo customs declaration and the transit declaration, as well as the endorsement of the new list of documents and information necessary for the customs registration of commodities under the chosen customs regime.
      The Order is entered into force 90 days after the day of its official publication.

Adjusts the composition of consolidated reports of credit organisations pursuant to the abandonment of individual forms of reports.
      The Direction must be published officially in the Herald of the Bank of Russia and enters into force from January 1, 2008.
