The applicants challenged constitutionality of individual provisions of the Federal Constitutional Law on the arbitration courts in the Russian Federation (sphere of reference of the Higher Arbitration Court of the Russian Federation) and the Code of Arbitration Procedures of the Russian Federation (procedure for appealing against judicial acts, including the cases of challenged normative legal acts).

Introduces a uniform procedure to process appeals of citizens, the insured, organisations and insurants in the Executive Board of the Pension Fund of the Russian Federation and the Revision Commission of the Pension Fund of Russia, as well as the procedure of reception of the mentioned persons in the Pension Fund of the Russian Federation.
