Agreements between economic subjects resulting in a restriction of competition are prohibited, however, there are circumstances permitting such agreements.

From January 1, 2009, budget-supported institutions enjoy the right for a restructuring of the debt in insurance payments to the budgets of the Pension Fund of Russia, Social Insurance Fund of Russia, State Fund of Employment of Population, Federal Fund of Obligatory Medical Insurance and the territorial funds of obligatory medical insurance.
