Reduces the rates of export customs duties for raw oil and individual categories of commodities of oil exported outside the member-states of the Customs Union agreements.

From October 30, 2009, reduces once again the rate of refinancing of the Bank of Russia to make 9.5% annual.

Introduces new particulars of the customs registration and customs control of air vessels and commodities moved in them. The previous rules are invalidated as failing to comply with the new Customs Code of the Russian Federation.
