Decree of the President of the Russian Federation No. 724 of October 12, 2025, - on certain economic measures in the fuel and energy sector: excise tax on blended diesel fuel has been reduced to zero. It has been established that diesel fuel obtained by blending diesel fuel, jet fuel, and other components shall not be recognised as an excisable good. This regulation is applicable to organisations that do not have a certificate of registration as an entity performing operations involving the refining of petroleum feedstock, and production facilities for refining oil and/or gas condensate.
