FROM DECEMBER 20, 2021, THE KEY RATE IS FIXED AS 8.50% PER ANNUM
The Bank of Russia Board of Directors raised the key rate starting from December 20, 2021, by 100 basic points to 8.50% per annum. 
At the same time, the Bank of Russia admits the possibility of further increases in the key rate at the next meetings. The news release notes that the monetary policy pursued by the Bank of Russia is aimed at bringing inflation back to 4%.

THE CIVIL CODE OF THE RUSSIAN FEDERATION WAS SUPPLEMENTED WITH GENERAL PROVISIONS ON IMMOVABLE ITEMS, AS WELL AS ON THE RIGHTS TO BUILDINGS AND PREMISES
Part One of the Civil Code of the Russian Federation includes two new Chapters: "Immovable Items" and "Ownership and other property rights to buildings, facilities, building in progress, premises and parking areas". 
The first of these Chapters establishes fundamentals of the legal regime of land plots, buildings and structures, premises (both residential and non-residential). Issues of division and merging of real estate property, changes in their characteristics (reconstruction, redevelopment) have been settled. 
The second Chapter defines peculiarities of the ownership of buildings, facilities, buildings in progress, premises and parking areas.

NEW FORMS OF NOTIFICATIONS ABOUT REGISTRATION AND DEREGISTRATION OF A RUSSIAN ORGANISATION WITH THE TAX AUTHORITY HAVE BEEN APPROVED
The Federal Tax Service approved new forms of notification of registration and deregistration of a Russian organisation with the tax authority.

PATENT ATTORNEYS WILL WORK ACCORDING TO THE UPDATED LAW
The Law on Patent Attorneys are supplemented with the conditions for obtaining the status of patent attorneys. Internship requirements have been established. 
It is stated that foreign patent attorneys cannot work in Russia, unless otherwise provided by an international agreement. 
Patent attorneys will have access to the information systems of the Federal Service for Intellectual Property and its organisations. 
The Institute of secrecy patent attorneys has been introduced.

IN SOCHI, THE RESORT FEE HAS BEEN INCREASED 5 TIMES, AND IN CRIMEA THEY PLAN TO CANCEL IT
Recall that on the territories of the Republic of Crimea, Altai, Krasnodar and Stavropol Territories, an experiment is being conducted to collect fees from tourists for using the resort infrastructure (resort fee).
So in the Krasnodar Territory, the resort tax rates were increased throughout the territory from January 1, 2022 to December 31, 2022 from 10 roubles to:
- 50 roubles per day on the territory of the resort city of Sochi;
- 30 roubles per day in all other units of the Krasnodar Territory.
In the Republic of Crimea, the introduction of the resort fee is scheduled for May 1, 2022 (in the amount of 10 roubles per day).

THE CIVIL CODE OF THE RUSSIAN FEDERATION WILL BE REPLENISHED WITH TWO NEW CHAPTERS ON TITLES TO REAL PROPERTY
The State Duma adopted in the third reading a draft law which provides for the introduction of two new chapters into Part One of the Civil Code of the Russian Federation: "Real Estates" and "Ownership and Other Proprietary Rights to Buildings, Structures, Objects Of Unfinished Construction, Premises and Parking Spaces". This is another part of the project, which was introduced in 2012 by the President of the Russian Federation as part of measures to reform civil legislation.

AIRCRAFT CREWS ARE ALLOWED TO USE SPECIAL MEANS OF RESTRAINT AGAINST ROWDIES ON BOARD
According to the amendments, the aircraft commander is entitled to give orders to the crew members and security staff to suppress unlawful actions of persons that create an immediate threat to flight safety or threaten the life or health of others and refuse to obey the orders of the aircraft commander. 
On the basis of such orders, it will be possible to use special means of restraint placed on board. 
The list of special means of restraint and the rules for their use will be determined by the Government of the Russian Federation.

FROM DECEMBER 29, 2021 A SIMPLE POWER OF ATTORNEY MAY BE REVOKED THROUGH THE NOTARY UNIFIED INFORMATION SYSTEM
Article 189 of the Civil Code of the Russian Federation provides for the possibility of revocation of a power of attorney issued in a simple written form by entering information on this fact into the register of orders to cancel powers of attorney, which is an integral part of the Unified Information System of Notary Acts. 
Access to the registry information shall be free, round-the-clock and provided on the free-of-charge basis - any interested person will be able to obtain information on revocation of a power of attorney on notariat.ru. 
Third parties will be considered notified of revocation of the power of attorney on the next day after entering the information into the specified register.

THE FEDERAL AGENCY FOR TOURISM ANNOUNCED THE CONTINUATION OF THE TOURIST CASHBACK PROGRAM IN 2022
The Federal Agency for Tourism announced the dates of the new stage of the program for the sale of tours in Russia with cashback - from January 18 to April 12. It will be possible to go on a trip immediately from the first day of sales until April 30 inclusive.
The basic conditions of the program will be the same.
It is also reported that the autumn stage of the program is planned, it will begin in October. Exact dates will be announced in the second half of 2022.

THE EXACT DATES OF THE EXAMS 2022 ARE KNOWN
The schedule of the basic state examination (OGE) and state exit examination (EGE) in 2022 has been approved. Exam dates, start times and durations have been established. Teaching aids allowed for use have been determined.
The majority of students will take the basic state examination from May 26 to June 21, 2022. Early, reserve, additional and repeated periods for passing the exam have also been determined. 
Compared to 2021, the duration of exams in social studies, history, foreign languages has changed. It is allowed to use a spelling dictionary on the literature exam.

TAX CODE OF THE RUSSIAN FEDERATION HAS BEEN BROUGHT INTO LINE WITH THE LAW ON LICENSING
Amendments were made to the Tax Code of the Russian Federation due to the transition to a registry licensing model. The reference to paper licences has been excluded from the Code, including denominations of state fees have been clarified.

FROM NOVEMBER 22, 2021, IT IS NOT NECESSARY TO ISSUE A HIRING ORDER
Amendments to the Labour Code stipulate that employment must be formalized with an employment contract. Now it is not necessary to issue an order and familiarize the employee with it, as was previously planned. However, if the employer wants to issue such a document, he/she can do it. The content of the hiring order must comply with the terms of the employment contract.

CITIZENS OF ARGENTINA, BANGLADESH, BRAZIL, COSTA RICA AND MONGOLIA CAN AGAIN FLY TO RUSSIA
The Russian Government has lifted the restrictions on entry to Russia for citizens of Argentina, Bangladesh, Brazil, Costa Rica and Mongolia, imposed due to the pandemic. 
Citizens of these states, as well as persons entitled to permanent residence in these countries, can enter Russia from these states through air checkpoints.

PARENTS MAY NOW PAY TAXES FOR UNDERAGE CHILDREN THROUGH THEIR TAXPAYER ACCOUNT
This became possible in virtue of the new functionality that appeared in the Personal Account of the taxpayer for individuals. However, in order to use it, it is necessary that not only parents, but also their children are users of the service of the Federal Tax Service "Taxpayer's Personal Account".
In the "Profile" section of the personal account, the "Family Access" tab has been added, designed to add a minor child to the parent's personal account.

THE RF MINISTRY OF LABOUR APPROVED NEW REQUIREMENTS FOR WORKING AREA
The new act contains requirements for the workplace. So, for example, when organising a workplace (working area), changing the working posture should be available. 
It is also established that when organising a workplace, a stable position and freedom of movement of the employee must be ensured. 
Machines and equipment controls must be located in compliance with the labour protection requirements, hazard areas and danger areas must be marked with special signal markings and/or safety signs.

FROM OCTOBER 1, 2023, ALL PROVIDERS OF PAYMENT APPLICATIONS WILL HAVE TO PROVIDE THE ABILITY TO USE MIR CARDS
From October 1, 2023, providers of payment applications will have to provide clients of money transfer operators with the opportunity to use MIR cards (if the conditions of using the application involve the use of payment cards). To do this, they will have to pass the testing procedure in accordance with the rules of the national payment card system.

EMPLOYERS SHALL HAVE THE RIGHT (BUT NOT A DUTY!) TO PROVIDE ADDITIONAL DAYS OFF FOR VACCINATION AGAINST COVID-19
The Labour Code does not oblige employers to provide employees with an additional day off for vaccination, as well as an additional day for rest after vaccination against coronavirus. 
Additional rest time during vaccination against coronavirus may be established by a collective agreement, or another local regulation, taking into account the financial and economic situation of the employer. For example, additional paid days-off with the preservation of wages, the possibility of adding these days to the next vacation, additional payments, payment of travelling documents, meals, etc.

The number of countries providing adequate protection of rights of personal data owners increased up to 29. Roskomnadzor has updated the list of countries that are not parties to the Council of Europe Convention on the Protection of Individuals with regard to Automatic Processing of Personal Data and that provide adequate protection of the rights of personal data owners.

 Flight frequency is increased as follows: 

- up to 28 flights a week - on the route St. Petersburg - Barcelona;

FROM DECEMBER 1, 2021, LIABILITY FOR VIOLATIONS IN THE FIELD OF MANDATORY LABELLING OF GOODS WILL BE TOUGHENED

 From December 1, 2021, administrative liability has been established for the following: 

- production or sales of medicinal products without labelling or in violation of the procedure for its application; 
- putting into circulation goods subject to labelling without labelling (except for medicines, alcohol and tobacco); 
- putting into circulation of tobacco products without labelling, as well as in violation of the established labelling procedure; 
- failure to provide information and (or) violation of the procedure for providing information on turnover of the relevant goods to the GIS operator. 
Also, from December 1, 2021, criminal liability is introduced for the use of counterfeit labelling means.

RUSSIA WILL RESUME FLIGHTS WITH A NUMBER OF COUNTRIES FROM DECEMBER 1, 2021
From December 1, 2021, restrictions on regular and non-scheduled flights between Russia and Cuba, Mexico, Qatar shall be lifted. 
Regular flights with Italy, Mongolia, Costa Rica shall also be resumed on a reciprocal basis.
From December 12, 2021 it was decided to resume passenger railway communication with Finland on a reciprocal basis.

FROM NOVEMBER 17, 2021, THERE ARE AMENDMENTS TO THE SANITARY AND EPIDEMIOLOGICAL RULES FOR THE PREVENTION OF COVID
Sanitary Standards were supplemented with the rules for disinfection of public transport. In particular, it is provided for:
- in public transport of urban, suburban and local traffic, it is necessary to process the passenger compartment, including the floor, twice a day using virucidal antiseptics;
- similar measures (washing floors and surfaces with disinfectants twice a day) should be taken at airports, any ports and train stations.

VACCINATED PEOPLE OR RECOVERED FROM COVID WILL NOT BE ISOLATED IN CASE OF CONTACT WITH A PATIENT WITH COVID-19
The innovations of the Sanitary Rules, amended from November 17, 2021 provide for the following:
- if an individual who had contact with a COVID-19 patient turned out to be an individual who, within six months before contact, managed to recover from COVID or get vaccinated against COVID, then such an individual does not have to comply with an at-home regimen for two weeks if he/she feels well. However, the PCR test will still have to be passed;
- everyone who is quarantined will be forbidden to be discharged without negative PCR, even in the absence of symptoms;
- people with suspected SARS or influenza should be tested for COVID first of all (as well as asymptomatic patients who returned from abroad, patients diagnosed with community-acquired pneumonia and other priority population groups).

INDIVIDUALS WILL BE ABLE TO REGISTER WITH TAX AUTHORITIES THROUGH THE UNIFIED PORTAL OF GOVERNMENT SERVICES
Amendments to the Tax Code of the Russian Federation submitted to the State Duma provide for the possibility of an individual sending an application for registration with a tax authority through the Public Services portal. The tax authority will be able to send such an individual a certificate of registration in electronic form also using the Unified Portal.

INSTEAD OF ONE COVID CERTIFICATE, THERE ARE TWO CERTIFICATES, AND IN ADDITION - A NEW VACCINATION CERTIFICATE
Now the following certificates will be:
- Medical certificate of preventive vaccinations against covid/contraindications to vaccination/past COVID-19. It is formed exclusively within the patient's personal account on the Public Services portal;
- for printing a certificate at the Multifunctional Public Services Centre (and for presenting it upon request), the Public Services portal generates another, not medical, COVID certificate; there is no medical information in it, but only a QR code, full name, SNILS and details of the patient's passport. It will be printed free of charge at the Multifunctional Public Services Centre upon presentation of documents;
- it is possible to get a simple certificate of vaccination/contraindications to vaccination/side effects in the clinic, which will not have a QR code for those patients who do not have an account on the Public Services portal, as well as for those who have a non-medical COVID certificate printed at the Multifunctional Public Services Centre.

THE MINISTRY OF DIGITAL DEVELOPMENT, COMMUNICATIONS AND MASS MEDIA REMINDED: INFORMATION ON USERS OF CORPORATE MOBILE NUMBERS MUST BE ENTERED INTO THE UNIFIED IDENTIFICATION AND AUTHENTICATION SYSTEM
Legal entities and individual businessmen that are subscribers of mobile phone communication as of June 1, 2021 must provide information on users of communication services and their subscriber numbers into the Federal State Information System ESIA until November 30, 2021. If such information is not provided, telecom operators, starting from December 1, 2021, must stop providing services to the corresponding subscriber numbers.
In this regard, the RF Ministry of Digital Development, Communications and Mass Media recommends that corporate subscribers provide the telecom operator with information on users and notify their employees of the need to confirm the data on the number on the Public Services web-portal.

ON THE PARTICIPATION OF FOREIGN CAPITAL IN THE AUTHORISED CAPITAL OF INSURANCE ORGANISATIONS
New rules have been established for calculating the foreign ownership interest in the authorised capital of insurance organisations. These rules will replace the rules of 2014. The reason is that amendments to the legislation allow the commercial presence of foreign insurance organisations in Russia by creating branches.
In particular, the total value of the minimum guarantee deposits of such branches will be taken into account.

TO ENTER A MUSEUM OR THEATER, FOREIGNERS MUST PRESENT CERTIFICATES WITH A NEGATIVE PCR TEST FOR COVID
It has been established that foreign citizens are admitted to museums and theaters under the jurisdiction of the Ministry of Culture of the Russian Federation, in the presence of a negative PCR test for COVID-19 issued in paper form. The test must be completed one day before attending the relevant event.

FOREIGN INTERNET SERVICE PROVIDERS MUST REGISTER A PERSONAL ACCOUNT ON THE WEBSITE OF THE FEDERAL SERVICE FOR SUPERVISION OF COMMUNICATIONS, INFORMATION TECHNOLOGY, AND MASS MEDIA (ROSKOMNADZOR)
Foreign IT companies operating on the Internet in Russia must register a personal account on the official website of Roskomnadzor and use it to interact with Russian government agencies. The Government has determined the procedure for registering and maintaining a personal account. 
A foreign entity will interact with Roskomnadzor and the Federal Antimonopoly Service using a personal account, in particular, it will receive legally significant messages from them and transfer documents and information to them.

THE USE OF ELECTRONIC SERVICES OF THE FEDERAL TAX SERVICE ALLOWS YOU TO QUICKLY AND CONVENIENTLY REGISTER A BUSINESS
Since October 2021, the period for electronic registration of changes in information about the types of activity (OKVED codes) and the e-mail address included in the Unified State Register of Legal Entities and the Unified State Register of Private Entrepreneurs has been reduced. Now it takes one to three days (previously it took five days).

THE PROCEDURE FOR TRANSFERRING ACCOUNTING RECORDS TO THE STATE FINANCIAL REPORTING DATA RESOURCE (GIR BO) HAS BEEN CHANGED
From January 1, 2021, the possibility of submitting accounting (financial) statements in a hard copy for the formation of the GIR BO has been cancelled. The mandatory copy of the reporting shall be presented only in the form of an electronic document.

FOR THE COVID-FREE EVENTS GUEST AMOUNT MAY NOT BE MORE THAN 70% OF THE CAPACITY (AND WITH A SPECIAL PERMIT ONLY)
The chief sanitary doctor of the Russian Federation supplemented the "covid" decree on limiting mass events with a new provision to increase the number of participants in the event up to 70% of the capacity of an indoor space in which it is held. 
It is possible to increase the number of guests of such event only if the following conditions are simultaneously met: 
- all employees without any exception, involved in holding the event, are vaccinated against COVID or have been ill with it (which should be proved with QR codes);
- all guests of the event are also vaccinated against COVID or have been ill with it (to be proved with QR codes);
- a permit to increase the number of guests was issued personally by the governor and agreed by the regional sanitary doctor. Such permit is one-time, for one event, and it should be issued (or refused to be issued) upon the the request of an entity responsible for holding the event.

THE AMOUNT OF THE MATERNITY CAPITAL WILL INCREASE IN 2022
The State Duma adopted in the first reading the draft federal law "On the federal budget for 2022 and for the planning period of 2023 and 2024." 
The document provides for indexation of the amount of the maternity capital in 2022 by 4%.

The Bank of Russia Board of Directors has raised the key rate from October 25, 2021 by 75 basic points to 7.50% per annum.

CITIZENS OF 9 MORE COUNTRIES MAY FLY TO RUSSIA
The RF Government has lifted restrictions on entry to Russia for citizens of the Bahamas, Iran, the Netherlands, Norway, Oman, Slovenia, Thailand, Tunisia and Sweden, introduced due to the pandemic. 
Citizens of the mentioned states, as well as persons entitled to permanent residence in these countries, can enter Russia from these states through air checkpoints.

THE COVID-19 VACCINATION CERTIFICATE WILL RECORD DATA ON MEDICAL COUNTERINDICATION FOR VACCINATION
The Ministry of Public Health approved the form of the certificate, which confirms:
- or the completed vaccination against COVID,
- or recovery from COVID,
- or data on medical counterindication for vaccination (from March 2022),
- or several mentioned facts at once.
The certificate will be automatically generated in two languages - Russian and English - in the form of an electronic document. Information sources for it shall be the records of vaccinations, illness or contraindications in the "COVID" register. And the QR code in the upper left corner of the certificate shall confirm the authenticity of the information from the "COVID" register.
Certificates generated before August 11, 2021 will be gradually (until March 1, 2022) automatically reissued on the Unified Portal for State and Municipal Services.

STARTING FROM THE NEW YEAR, IT WILL BE POSSIBLE TO APPLY TO ANY REGISTRY OFFICE FOR REGISTRATION OF ACTS OF CIVIL STATUS
From January 1, 2022, a citizen will be able to apply to any registry office not only to register a marriage, but also to register birth, death, divorce, adoption, change of name. Extraterritoriality is provided for other legally significant actions. Now it will be possible to obtain certificates or repeated certificates, make changes and corrections to the act records, restore or cancel such records in any registry office. 
It is also planned to switch to an electronic registry model for the provision of public services by the middle of 2023. 
The preparation of the regulatory framework for the super services "Birth of a Child" and "Loss of a Loved One" has been completed. This will allow you to register birth and death without a personal appeal to the registry office.

MINISTRY OF HEALTHCARE APPROVED THE SIMULTANEOUS VACCINATION AGAINST INFLUENZA AND COVID-19
The RF Ministry of Healthcare allowed to simultaneously vaccinate both against COVID ("Sputnik V") and against influenza (any vaccine available), though preparations must be injected into different parts of the body, for example, into the left and right shoulder. 
Corresponding changes have been made to the instructions for the use of the Gam-Covid-Vac vaccine: its interaction with the vaccine against influenza has been studied while preclinical studies; and no decrease in the immunogenicity of both vaccines (when they are applied simultaneously) is found out. 
Previously, the World Health Organization also approved the simultaneous vaccination against COVID and influenza.

NON-WORKING DAYS SHALL BE SET FROM OCTOBER 30 TO NOVEMBER 7, 2021
From October 30 to November 7, 2021 inclusive, non-working days shall be set with the preservation of wages for employees. The purpose of establishing non-working days is to prevent the further spread of the new coronavirus infection (COVID-19) and to improve the health of Russian citizens. Moreover, the heads of the constituent entities of the Russian Federation have the right to establish additional non-working days in the corresponding constituent entities both before and after the indicated dates. For example, in Moscow, such non-working days will begin on October 28.

FROM NOVEMBER 9, 2021 RESTRICTIONS ON AIR TRAFFIC WITH AUSTRIA, SWITZERLAND, FINLAND AND THE UAE SHALL BE LIFTED
From November 9, 2021, restrictions on air traffic with Austria, Switzerland, Finland and the United Arab Emirates, as well as restrictions on regular and charter flights to points in Egypt - the cities of Hurghada and Sharm el-Sheikh are removed.
In addition, from that date, flights with the Bahamas, Iran, the Netherlands, Norway, Oman, Slovenia, Tunisia, Sweden and Thailand will be resumed.

FROM JANUARY 1, 2022 - NEW EAEU COMMODITY CLASSIFICATION AND COMMON CUSTOMS TARIFF
A new edition of the EAEU Commodity Classification for Foreign Economic Activity is due to the entry into force (starting from 2022) of the seventh edition of the Harmonised Commodity Description and Coding System (HS), which is the international basis of the Commodity Classification of Foreign Economic Activity. The mentioned Harmonised System is revised due to changes in the nature and structure of world trade, social and environmental issues of a global nature. 
In as much as it concerns the rates of import customs duties, in the new version of the Common Customs Tariff, which will start to apply from January 1, 2022, they are kept at the current level.

INSURERS SHALL NOT REFUSE TO CONCLUDE OSAGO AGREEMENTS DUE TO THE LACK OF AUTHORITIES OF ITS EMPLOYEES
The Bank of Russia, in connection with consumer appeals, reminds that the service related to concluding an OSAGO agreement should be provided in any separate subdivision of the insurer that concludes vehicle insurance or motor third party liability agreements. The policy shall be issued to the policyholder immediately after submitting an application for concluding a contract with the necessary documents and payment of the insurance premium. 
In this regard, the refusal to conclude an OSAGO agreement because of the lack of authorities is unreasonable. The insurer that committed such violation may be subject to administrative liability.

FROM JANUARY 1, 2022, A NEW WORDING OF THE EAEU COMMODITY CLASSIFICATION FOR FOREIGN ECONOMIC ACTIVITY SHALL BE INTRODUCED
The Council of the Eurasian Commission approved a new version of the combined Commodity Classification for Foreign Economic Activity of the EAEU and the Common Customs Tariff of the EAEU. It is aligned with the international framework. The rates of import customs duties in the new version of the Common Customs Tariff of the EAEU are kept at the current level and take into account tariff obligations within the World Trade Organisation.

The amendments will affect the application form for state registration of changes made to the constituent document of a legal entity, or on amending information on a legal entity contained in the Unified State Register of Legal Entities (Form No. R13014). 
In connection with consolidation of the legal regime of the convertible loan agreement in the legislation, the form is supplemented with sections on conclusion and execution of such agreements, including the relevant increase in the authorised capital. 
Corrections are also made into the sections of the form containing information on the trust management of shares in the authorised capital of a legal entity.

THE RULES FOR MAINTAINING A UNIFIED REGISTER OF LICENCES HAVE BEEN APPROVED
In connection with the amendments made to the Law on licensing as part of the reform of the legislation on state control, the Government of the Russian Federation approved the Rules for the formation and maintenance of a unified register of licences. This register is created for the purpose of providing information to the organisation and carrying out licensing. The register will be formed on the basis of information provided by the licensing authorities, and the Ministry of Economic Development of the Russian Federation will become its operator.
The register will contain detailed information on the licensed activities, a list of documents required to assess the compliance of the licence applicant (licensee) with the licence requirements; information on the types of control in relation to the licensed activity.
Publicly available registry information will be posted on its official website.

One of the significant advantages of the notarial form when lending money is ability to repay a debt without a trial, by means of a notary's writ of execution. Moreover, writs of execution may also be used to collect debts under credit agreements, surety agreements or contracts for rendering communication services. 
If a debtor refuses to return the money, a lender may apply for a writ of execution, with notifying the borrower. If within two weeks the debtor does not take any action to return the debt, the creditor obtains a writ of execution and may apply for collection directly to bailiffs or to the bank with which the debtor’s account is opened.

The Federal Agency for Tourism decided to extend the period until September 14, 2021 during which a tourism service can be paid for in order to receive cashback when travelling in Russia. This deadline was to expire on August 31.

The rest of the program conditions remain the same. You have to pay for a tour or hotel accommodation with a MIR card, which must be registered on the website privetmir.ru. The cashback amount will be 20% of the cost of the tourism service, but not more than 20,000 roubles. The journey must begin no earlier than on October 1 (for cruises - no earlier than on September 1) and end no later than December 24, 2021. Travel and hotel accommodation shall be booked for at least two nights.

From September 1, 2021, a decision on an administrative offence case is sent to the information system of the organisation of the federal postal service, and then delivered to the addressee in the form of an electronic document by posting it in the addressee's personal account on the Unified Portal of Public Services. An important condition: delivery of the decision to the personal account on the portal is possible if the addressee has completed the registration procedure in the Unified Identification and Authentication System.
On the same day, the addressee will receive a corresponding notification about the placement of the decision on the addressee’s personal account on the Unified Portal of Public Services.

AMENDMENTS TO THE LEGISLATION ON STATE REGISTRATION OF LEGAL ENTITIES AND INDIVIDUAL ENTREPRENEURS ENTERED INTO FORCE
On August 25, 2021, amendments to the Law on State Registration of Legal Entities and Individual Entrepreneurs and the Fundamentals of the Legislation of the Russian Federation on Notaries came into force.
According to the new rules, in cases where the notary certifies the authenticity of the applicant's signature on the application for state registration of a legal entity during its creation or on the application for state registration of an individual as an individual entrepreneur, the notary also transfers the package of documents required for registration to the registering authority.
The notary must send the documents on the day of attestation, within the framework of one notarial act.

FROM AUGUST 22, 2021, THE CMTPL POLICY CAN BE PURCHASED REGARDLESS OF THE TECHNICAL INSPECTION
The rule obliging car owners, when buying a policy, to provide the insurer with information on the issued diagnostic card or a certificate of technical inspection has been removed from the Law on Compulsory Motor Third Party Liability.
However, this does not imply an exemption from the vehicle inspection. And even vice versa - from March 1, 2022, the Code of Administrative Offences of the Russian Federation will be supplemented with a general rule providing for administrative liability for driving a vehicle for which a diagnostic card has not been issued.

MAKE WAY FOR ELECTRIC CARS!
The Government has approved the Concept for the development of production and use of electric motor transport in Russia for the period up to 2030. 
Special attention is paid to supporting the production of electric vehicles and stimulating demand for them. Such vehicles will be included in preferential lending and leasing programs. It is planned to start an experiment on the free travel of electric vehicles on toll roads.
By 2024, Russia plans to produce at least 25 thousand electric vehicles and open more than 9 thousand charging stations for them.

REMOVING UNVACCINATED EMPLOYEES FROM WORK IS JUST A RECOMMENDATION
On July 23, 2021, following a meeting of the Coordinating Council for Combating the Spread of the New Coronavirus Infection in the Russian Federation, the Ministry of Labour and the Federal State Agency for Health and Consumer Rights sent clarifications on the organisation of vaccination in work collectives and the procedure for recording the percentage of vaccinated employees.
Those clarifications stated, in particular, that groups of citizens defined in decisions of the chief state sanitary doctors of the constituent entities of the Russian Federation should be vaccinated; those who refuse vaccination should be suspended from work. And that it is employers who need to ensure a level of collective immunity of at least 80% of the payroll of the team. These theses and a number of other theses contained in the explanations raised certain doubts about their legality.
The Ministry of Labour explained in its new letter that these clarifications are of a recommendatory nature, are not a normative legal act and do not form new obligations for the employer and the employee.

The trustees of the certification centre of the Federal Tax Service are PJSC Sberbank of Russia and JSC Analytical Centre.
They are also authorised to issue qualified certificates of the key for verification of digital signatures, create digital signature keys.

PRELIMINARY INFORMATION SEARCH AND PRELIMINARY ASSESSMENT OF PATENTABILITY: THE LAW ENTERED INTO FORCE
On August 1, 2021, the Law on Preliminary Information Search and Preliminary Assessment of Patentability entered into force. 
Applicants will be able to use the preliminary information search service on a voluntary basis. The cost will be determined based on the complexity, volume and duration of each information search.

MEDICINES PURCHASED BY A PATIENT OR BENEFACTOR MAY BE USED IN A HOSPITAL
The Ministry of Public Health of the Russian Federation allows medical institutions to use drugs provided by the patient himself/herself or by charitable foundations. Until now, the institution was threatened with penalties for the implementation of such schemes.
The amendments entered into force on August 9, 2021.

VISITING RELATIVES IN HOSPITALS OR SENIOR CENTRES ONLY WITH A QR CODE AND NO LONGER THAN HALF AN HOUR
The Sanitary Department has issued "anti-COVID" recommendations for organising guest visits in hospitals, orphanages, children's camps, senior centres, boarding schools and other institutions with inpatient accommodation (’guests’ mean not only relatives or candidates for adoptive parents, but also volunteers, nurses, notaries and even priesthood). 
The following measures were proposed to counteract COVID-19. Guests shall be admitted only upon presentation of a certificate of vaccination against COVID-19, or a certificate of a COVID-19 disease within 6 months, or a fresh (no more than 3 days) negative result of a PCR test for COVID.

CITIZENS OF ALBANIA, FRANCE AND THE CZECH REPUBLIC ARE ALLOWED TO ENTER RUSSIA
The RF Government has lifted restrictions imposed on entry to Russia for citizens of Albania, France and the Czech Republic introduced due to the pandemic. Citizens of these states, as well as persons with permanent residence permits issued by these countries, may enter Russia from these states through air checkpoints.

THE DEADLINE FOR PAYING FOR TOURS IN RUSSIA UNDER THE CASH-BACK PROGRAM HAS BEEN EXTENDED UNTIL AUGUST 31, 2021
Russian Federal Agency for Tourism decided to extend the period during which tourism services can be paid for in order to receive cash-back when travelling in Russia until August 31, 2021 (earlier - July 31).
The rest of the conditions of the program remained the same - payment with a MIR card, the cash-back amount will be 20% of the cost of the tourism services, but not more than 20,000 roubles. The journey must begin no earlier than October 1 and end no later than December 24, 2021.

RUSSIAN FEDERAL AGENCY FOR TOURISM TAKES A DIM VIEW OF THE FORMATION OF TOUR PACKAGES ON THE BASIS OF CARGO AND PASSENGER AIR TRANSPORTATION
Russian Federal Agency for Tourism informs that the right granted to Russian airlines to operate non-scheduled passenger-and-cargo flights to foreign countries with which direct flights have been suspended shall not be focused on the formation of tourist products based on such transportation. 
Airlines must cancel the permits for such flights in the event of a load generated within the framework of tourism products.
The agency recommends providing tourism products formed only on the basis of regular or charter passenger traffic. 
In case of cancellation of flights, including due to cancellation of admissions, the tour operator bears all possible risks associated with this and is not exempt from liability to tourists.

PERSONAL INCOME TAX DEDUCTION FOR FITNESS IS PROVIDED FOR EXPENSES INCURRED STARTING FROM 2022
On August 1, 2021 amendments to the Tax Code came into force, making possible to receive a social deduction for personal income tax in terms of expenses actually incurred from January 1, 2022 on physical culture and health services. The deduction may be claimed both at the tax authority and through the employer. To receive it through the tax authority, you need to submit a tax return in the form of 3-NDFL for 2022 and attach supporting documents to it. Such tax returns shall be sent to the tax authority after January 1, 2023. You also may obtain a deduction through the employer faster - in 2022.

THE VALIDITY PERIOD HAS BEEN EXTENDED FOR RUSSIAN PASSPORTS SUBJECT TO REPLACEMENT DUE TO ATTAINMENT BY A CITIZEN OF THE AGE OF 20 AND 45
As per the current rules, when a citizen attains the age of 20 and 45 years, the passport must be replaced. Actually, it means its termination from the moment of the occurrence of such events. Starting from now, such passports will remain valid until the day a new passport is issued, but no more than 90 days after the date when the citizen reaches the age of 20 and 45, respectively.

THE LAW ON CIRCULATION OF MEDICINES PRESCRIBES THE RULES FOR INTRODUCTION OF MEDICINES FOR ANIMALS INTO CIRCULATION
Instead of the mechanism of mandatory conformity assessment, manufacturers and importers will submit information on the quality of veterinary drugs to the Rosselkhoznadzor. For a drug that is being put into circulation for the first time, the Rosselkhoznadzor will need test reports for the first two series, for those already introduced - a test report for one series of each trade name shall be submitted annually.

MEDICAL CERTIFICATES FOR THE RIGHT TO OWN WEAPONS WILL CONTINUE TO BE CARRIED OUT ONLY BY MUNICIPAL OR STATE CLINICS AND ONLY FOR A FEE
The law on medical contraindications to the possession of weapons for civilians was signed. Among the legal innovation are the following:
- the exclusive right to conduct such a medical examination will remain only with medical organisations of the state and municipal health systems;
- a medical conclusion based on the results of the survey is drawn up in electronic form and posted in the Unified State Health Information System (in a special register of documents containing information about the results of a medical examination). Information about the issued medical certificates is transferred to the Federal National Guard Troops Service;
- if the health of the owner of the weapon is shaken and he/she develops diseases (contraindications to the possession of a weapon, identified during any medical examination or medical assistance), the medical organisation is obliged to notify the citizen himself/herself, post a message about the existence of grounds for an extraordinary medical examination and the cancellation of the last medical certificate in the same Uniform State Health Information System register where medical reports are stored, and separately send a message to the Federal National Guard Troops Service (guards are obliged to take away weapons and supplies from a citizen before an extraordinary medical examination).

Amendments have been made to the procedure for submitting information by credit institutions, upon the request of the Rosfinmonitoring, concerning customer transactions, beneficial owners of customer companies and information on funds transfer on customer accounts.

From July 7, 2021, Russian citizens returning from abroad need only one PCR test for COVID-19, but those vaccinated and persons that have been exposed to the virus in the past, do not need it at all
Vaccinated (within the previous year) persons and those that have been exposed to the virus within the previous six months will not need PCR tests. For other citizens of the Russian Federation, a single laboratory test for COVID-19 via the PCR method will be enough within three calendar days from the date of arrival. Information on the results of such test must be downloaded via personal account of a citizen on the web-portal of public services.

Banks shall inform consumers, in a visual form, of the terms of deposits

The Law on Banking Activities has been supplemented with a new article defining a procedure for informing individuals of the terms of bank deposit agreements. Banks will be obliged to indicate the main terms of the deposit in the table placed on the first page of the agreement and done in a clear, well-readable font using the maximum font size used in the agreement.

Criminal liability for drunk driving has been strengthened since July 12, 2021
The new edition of the Criminal Code of the Russian Federation contains an article that provides for criminal liability for driving while intoxicated. Stricter liability is established for persons that have already a criminal record for committing a similar crime or for a violation committed in a state of intoxication, which caused serious harm to the health, or even death of people. As a punishment for such crime, a fine may be imposed, as well as imprisonment with deprivation of a driver's licence.

Charter flights to Egypt will resume
The ban on charter flights from Russia to Egypt has been lifted. The ban on flights to Egypt was introduced in November 2015 due to the crash of the Russian airliner. Regular flights to Cairo were resumed in 2018.

THE LEGAL REGIME OF THE CONVERTIBLE LOAN AGREEMENT HAS BEEN SETTLED
The Law on Joint Stock Companies and the Law on Limited Liability Companies have been supplemented with the norms governing relations under a convertible loan agreement. Such an agreement presupposes the right of the lender, upon the occurrence of an agreed period or other circumstances, instead of returning the loan amount and paying interest, to demand from the borrower (non-public joint stock companies or limited liability companies) to take actions as a result of which the lender acquires a certain share of participation in the company (placement of additional shares, the borrower’s acceptance into a limited liability company or an increase in the size and par value of the share belonging to it).

SIMPLIFIED PROCEDURE FOR CONFIRMING THE OPERATION IN THE MEDICINES LABELLING SYSTEM HAS BEEN EXTENDED UNTIL FEBRUARY
Until February 1, 2022, the simplified scheme for confirming the accuracy of information submitted to the human drug movement monitoring system (SMDLP) has been extended. This can still be done, for example, by a pharmacy, within a working day from the date of registration in the SMDLP of information about the drugs taken, but before submission of information about further operations with them.

IT WILL BE POSSIBLE TO REGISTER BIRTH, DEATH OR DIVORCE IN ANY REGISTRY OFFICE
A law was adopted to improve the civil registration system. In particular, it provides for: 
- for registration of all acts of civil status, you can apply to any Agency of Civil Acts Registration Bureau or the Multifunctional Public Services Centre; 
- the possibility of state registration of birth or death without a personal visit by the applicants to the registry office. For this, federal registers of medical documents on birth and death will be maintained and transferred to the Unified State Register for Registry Offices.

FROM JULY 1, 2021, A CERTIFIED DIGITAL SIGNATURE FOR LEGAL ENTITIES AND INDIVIDUAL ENTREPRENEURS CAN BE OBTAINED FREE OF CHARGE AT THE CERTIFICATION CENTRE OF THE FEDERAL TAX SERVICE
The Federal Tax Service recalled that from July 1, you can obtain an approved certificate of the electronic signature verification key in the certification centre of the Federal Tax Service. The service is free. 
To obtain an approved certificate, the following individuals can apply to the certification centre of the Federal Tax Service:
- a legal entity (an individual entitled to act without power of attorney);
- a private entrepreneur;
- a notary.

MANDATORY REPATRIATION OF FOREIGN EXCHANGE EARNINGS CANCELLED FOR EXPORTERS OF NON-PRIMARY PRODUCTS
For non-resource non-energy exports, the requirement for residents to repatriate to their accounts in authorised banks foreign currency owed under agreements between residents and non-residents for goods transferred to non-residents, works performed for them, services rendered to them, information transferred to them and results of intellectual activity, including exclusive rights to them.
At the same time, it is possible to credit export foreign exchange earnings to exporters' accounts opened in banks abroad.

CONTROL OVER THE CIRCULATION OF WEAPONS WILL BE TIGHTENED
A law was signed to tighten control over circulation of weapons. In particular, it provides for the following: 
- raising the age of acquiring hunting weapons and smooth-bore long-barreled self-defence weapons to 21 years; 
- ban for distribution in the mass media and the Internet of instructions on illegal manufacturing or conversion of weapons, or the main parts of firearms; 
- restrictions on issuance of a licence to purchase weapons to citizens with criminal records and to those held liable for driving in a state of intoxication; 
- cancellation of licences and permits in case of refusal to grant access to authorised officials to the places of storage of weapons to check the conditions of their storage, as well as in case of refusal to provide weapons for inspection.

PERSONAL INCOME TAX ON DEPOSITS’ INTEREST: FORMS ARE APPROVED BY WHICH BANKS SHOULD REPORT INFORMATION TO THE TAX AUTHORITIES
From January 1, 2021, interest income on deposits (account balances) in Russian banks paid to an individual for the year (net of non-taxable interest income) shall be taxable with individual income tax. Citizens are not required to declare such income or register it in any way. Tax authorities will calculate the amount of personal income tax at the end of the year based on information from banks and will send a notification to an individual to pay personal income tax. For the first time, depositors will have to pay this tax for 2021 only in 2022 (until December 1, 2022).

The State Duma adopted a law that, among other things, exempts catering organisations from paying value added tax. Starting from January 1, 2022, on the territory of Russia for catering services rendered on the territory of Russia through restaurants, cafes, bars, fast food outlets, buffets, cafeterias, canteens, snack bars, culinary departments at these facilities or other similar catering facilities, as well as off-site service, shall not be taxable with value added tax.

CERTAIN PROVISIONS OF THE CIVIL CODE OF THE RUSSIAN FEDERATION ARE ADJUSTED
The new version sets out the scope of rights under the pledged security, that may be exercised by the pledgee, aimed at reducing risks of the pledger in terms of loss of control. 
Also, the Code was supplemented by a rule that gives the Government of the Russian Federation the right, in the cases and on the conditions provided for by an international treaty, to decide on the use of an invention for production of a medicinal product on the territory of Russia for the purpose of exporting it without the consent of the patent holder. The latter is then entitled to obtain proportionate compensation. 
The purpose of these changes is to form a legal basis for providing assistance in emergency situations upon requests of foreign states that do not possess their own production facilities for production of medicines necessary to combat epidemics.

BANKS WILL BE FINED FOR ILLEGAL ACTIVITIES RELATED TO RECOVERING OVERDUE DEBTS
Amendments to the legislation concern holding liable legal entities the main activity of which is the return of overdue debts. 
Penalties for credit organisations are introduced for violation of requirements of the legislation on protection of rights and legitimate interests of citizens in performing such activities. Amounts of fines are increased.

The Bank of Russia Board of Directors raised the key rate from June 15, 2021 by 50 basic points to 5.5% per annum. However, the Central Bank predicts a further increase in the key rate at the next meetings.

FAMILIES WITH CHILDREN WILL BE ABLE TO BUY TICKETS FOR LONG-DISTANCE TRAINS AT DISCOUNTED FARES
Parents, as well as tutors-at-law, travelling within Russia on long-distance trains with one child or several children under the age of 18 will be able to buy tickets at discounted rates. The reduced fare shall be calculated as the difference between the cost of a ticket for the selected route in a compartment and half of its cost in a reserved seat carriage.

FOREIGN CARRIERS WERE WARNED ABOUT THE NEED TO PAY FINES FOR TRAFFIC VIOLATIONS

 

On June 7, 2021, certain amendments to the Law on State Control over the Implementation of International Road Carriages and on Liability for Violation of the Rules for the Conduct Thereof came into force.
Now the obligation to pay an administrative fine for traffic violations will affect drivers of foreign vehicles leaving the territory of Russia and participating in transportation activities.
The vehicle can be allowed to leave only after the payment of an administrative fine by the driver (traffic offender).

IN ORDER TO REMOTELY SUBMIT DOCUMENTS TO A UNIVERSITY, APPLICANTS CAN RECEIVE AN ENCRYPTED AND CERTIFIED DIGITAL SIGNATURE CERTIFICATE AT THE CERTIFICATION CENTRE OF THE CADASTRAL CHAMBER
For remote admission to a university, applicants need to prepare not only a package of documents, but also receive an encrypted and certified digital signature certificate. 
A certificate of an encrypted and certified digital signature can be obtained from the certification centre of the Cadastral Chamber. An individual's encrypted and certified digital signature certificate cannot be obtained in the name of another person by power of attorney.

BOTTLED WATER WILL BE MARKED WITH IDENTIFICATION MEANS

From September 1, 2021, the rules for labelling packaged water with identification means shall be established.

It will be necessary to apply identification means and submit data into the state information system for monitoring the turnover of goods, depending on the category of goods, from December 1, 2021 or from March 1, 2022.

Amendments to the All-Russia Classifier of Economic Activities (OKVED 2) and All-Russia Classifier of Products by Type of Economic Activity (OKPD 2) were approved by the order of the Federal Agency on Technical Regulation and Metrology. These amendments provide for the isolation of activities and services for the lease and management of own or leased commercial real estate into separate codes for economic activity and product codes.

A BAN ON ‘GRAY’ SIM CARDS IS INTRODUCED
On June 1, 2021, amendments to the Law on Communications entered into force. The amendments are intended to counteract the theft of mobile phones, the proliferation of illegal SIM-cards, and also contribute to the de-anonymization of corporate mobile subscribers.
From now on, subscribers who are legal entities or individual entrepreneurs concluded an agreement on the provision of mobile radiotelephone communication services can provide individuals with the opportunity to use corporate communication services under this agreement only if the corporate subscriber has entered information about such users into the Unified System of Identification and Authentication.

TRANSFERS THROUGH THE FAST PAYMENT SYSTEM WILL BECOME MORE ACCESSIBLE
The Bank of Russia informs about an increase in the limit for money transfers of citizens on accounts through the Faster Payments System up to 150 thousand roubles in a day.
As the Central Bank of the Russian Federation explains, at the moment some banks are underestimating the limits on the volume of transfers via the Faster Payments System (FPS) per day. Credit institutions will have to adjust them by June 10, 2021 inclusive.
And from April 1, 2022, FPS participants will be obliged to provide customers with the opportunity to pay for purchases and services using the FPS mobile application.

Government starts support program for tour operators using domestic charter flights. It assumes reimbursement of travel companies 50% of the cost of organising a charter. THE FEDERAL SERVICE FOR SUPERVISION OVER CONSUMERS’ RIGHTS PROTECTION AND HUMAN WELL-BEING: INCLUDING A CONDITION ON A FINE FOR EARLY REPAYMENT OF THE LOAN INTO THE LOAN AGREEMENT IS PROHIBITED

 The agency recalled that, according to a general rule of the Civil Code, the borrower shall return the loan amount received to the lender within the terms and in compliance with the procedure prescribed in the loan agreement. However, the amount of a loan provided for interest and not related to entrepreneurial activity may be paid as pre-scheduled, in full or in parts. 

Implementation of this right shall not be encumbered by the creditor with any penalties. 
Therefore, if such condition is included into the loan agreement, it should be recognised as invalid, and a person guilty for such illegal actions may be brought to administrative responsibility.

 The RF Ministry of Public Health approved an information and communication strategy aimed at counteracting consumption of tobacco and nicotine-containing products for the period up to 2030.

- number of citizens that have not smoked for half a year (stop smoking after a month of escorting by hotline operators 8 (800) 200-02-00) 
- downturn in retail sales of cigarettes per capita;

 Labour legislation does not explicitly provide for the possibility for the employer to establish requirements for the business dress code of an employee. At the same time, the legislation does not contain a prohibition on the establishment of such requirements. A prerequisite is the indication of such requirements in the employment contract or local regulatory act (job description, internal labour regulations, etc.). THE LIABILITY FOR VIOLATION OF THE RULES OF TRAVEL THROUGH RAILWAY CROSSINGS HAS BEEN TOUGHENED

 The amount of the fine provided for the clause "Violation of the Rules for Traffic through Railway Tracks" has been increased from one thousand roubles up to five thousand roubles.

The liability for driving through an unregulated railway crossing when an approaching train is also toughened (locomotive, rail car). For this violation, not only a fine, but also an alternative punishment may now threaten - deprivation of the right to drive vehicles for a period of three to six months.
In addition, the possibility of paying an administrative fine for committing these offences in the amount of half of the amount imposed is now excluded.

 The Government of the Russian Federation has established the rules for the formation and maintenance of a unified register of types of federal, regional state control (supervision) and municipal control.

There are among the highlights:
- this register is a part (sub-register) of the Federal Register of State and Municipal Services, information from it is publicly available;
- the Ministry of Economic Development of the Russian Federation was appointed the registry operator;
- The "federal" part of the register will start working on July 1, 2021, the "regional" part of the register is recommended to be completed by November 1, 2021;

THE CASHBACK PROGRAMME FOR THE PURCHASE OF TOURS IN RUSSIA WILL CONTINUE TO OPERATE IN 2021

 The Government of the Russian Federation decided to extend the tourist cashback programme for 2021. The conditions of the program will remain the same: the duration of the tour or hotel stay is at least two nights; the refund amount - 20% of the tour cost, but not more than 20 thousand roubles; trips must be paid for with a Mir card.

IN THE FALL 2021, NEW REQUIREMENTS FOR FIRST AID KITS WILL BE INTRODUCED TO PROVIDE FIRST AID TO EMPLOYEES

 From September 1, 2021, new requirements will apply to the first aid kits used to provide first aid to employees. Twelve items (medical devices) are designated for the complete set. First aid instructions are required. Previously produced (completed) first-aid kits may be used until their expiration date, but no later than until August 31, 2025.

 Rospotrebnadzor submitted draft new Rules for providing paid medical services. In general, the draft repeats the current Rules, however, a number of points are planned to be settled differently: 

- text of the contract on rendering paid medical services must be printed in legible font; 
- it will not be possible to include into the contract conditions on limiting performer's liability for results of treatment; 
- according to the draft, customer feedback books shall be available in medical institutions; 
- new rules for concluding a contract remotely shall appear.

PLANNED DATES OF THE UNIFIED NATIONAL EXAM IN 2021

 Ministry of Education and Federal Education and Science Supervision Service presented a draft timetable for the Unified National Exam for 2021. 

The bulk of students will take the Unified National Exam from May 31 to June 25. In particular, the Russian language exam is planned to be held on June 3 and 4. The Unified National Exam in mathematics of the profile level will be held on June 7.

 Law on access to information on the state of the environment is signed. 

This information is publicly available and is posted on the official websites of departments in the form of open data. This is information about environmental pollution, radiation conditions, emissions and discharges of pollutants, waste management, measures to reduce the negative impact on the environment, etc.
There is a ban on classifying information about the state of the environment. Also, this data cannot constitute a commercial secret.

VACCINATING YOUR PET AGAINST RABIES: IS IT RECOMMENDED TO GET VACCINATED IN A PRIVATE CLINIC?

 Evasion of registration and vaccination of dogs and cats living in Moscow against rabies in veterinary institutions is punishable by a fine.

Many Muscovites vaccinate their pets in private veterinary clinics because of the convenient working hours (a private veterinarian will easily accept a pet late at night) and of transport accessibility.
Meanwhile, the rules for keeping dogs and cats in Moscow unambiguously require the annual vaccination of dogs against rabies, starting from three months of age, regardless of the breed, exclusively in state veterinary institutions at the place of residence of animal owners, and state registration of tailed pets - in the same places.

ORGANISATIONS SHOULD PAY TRANSPORT AND LAND TAXES NO LATER THAN MARCH 1, 2021

 Provisions of Federal Law No. 325-FZ on the uniform term for organisations to pay transport and land taxes came into force. Since now taxpayers shall pay the mentioned taxes no later than on March 1 of the year following the expired tax period. 

Therefore, these taxes for 2020 should be paid no later than on March 1, 2021.

RESIDENCE PERMITS SHALL BE FORMALISED ON NEW BLANK FORMS

 Starting from March 1, 2021, new forms for residence permits are applicable. 

Permits will be issued without limitation of the validity period, except for issuing permits to high-skilled professionals and their family members. 
Residence permits shall be reissued when a person reaches age of 14, 20 and 45. Residence permits issued to stateless persons are to be replaced at least once each 10 years to ensure the security of information stored in the document's microchip.

THE VALIDITY PERIOD OF VEHICLE DIAGNOSTIC CARDS EXPIRING BETWEEN FEBRUARY 1 AND SEPTEMBER 30 HAS BEEN EXTENDED

 The Governmental Decision has extended for six months validity period of diagnostic cards that which expire from February 1 to September 30, 2021. 

The specified extension of the validity period does not require additional changes to be made into diagnostic cards. Thus, drivers shall not perform any additional actions.

SMOKING ON BALCONIES: BAD FOR YOUR HEALTH, BUT NOT PROHIBITED BY THE FIRE SAFETY RULES

 The RF Ministry for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters explained that smoking cigarettes on balconies of apartment buildings is not prohibited by the new Fire Fighting Regulations. However, if a cigarette butt, a match, or a burning spark fly out from the "smoking" balcony and fall on someone else's balcony or even into an open window of another apartment and result in a fire, than the smoker will face at least an administrative penalty. And if such fire causes serious consequences, then there will also be criminal liability.

THE RF GOVERNMENT SIGNED A DECISION ON THE STATE FINAL CERTIFICATION OF SECONDARY SCHOOL STUDENTS IN 2021 (IT WILL BE HELD UNDER SIMPLIFIED RULES)

 For ninth-graders, certificates of the basic general education will be issued based on the results of the state final certification in the Russian language and mathematics. Exams for other subjects are not planned. 

Graduates of the 11th grade that are not going to enter universities will need to pass the state final exam in the Russian language and mathematics instead of the Uniform State Examination. And only graduates that are going to higher education institutions will need to pass through the Uniform State Examination. At the same time, to obtain a certificate, results of the exam in the Russian language will be enough for such students.

EXTENSION OF THE STORAGE PERIOD FOR ACCOUNTING AND TAX DOCUMENTS AS WELL AS OTHER AMENDMENTS TO PART ONE OF THE TAX CODE OF THE RUSSIAN FEDERATION

 Amendments have been made to the Tax Code of the Russian Federation, according to which:

- the period of storage of documents for the payment, calculation and withholding of taxes with the taxpayer and the tax agent has been increased from 4 to 5 years;
- cases have been established when banks are obliged to issue to tax authorities copies of passports of persons entitled to receive funds on the client's account (disposing of them), powers of attorney to receive them (disposing of them), documents related to maintaining the customer's account, cards with samples of signatures and imprints stamps, as well as information about beneficial owners, representatives of the client;
- the taxpayer's personal account can be accessed by tax authorities, as well as other persons to exercise their rights and obligations established by federal laws.

FROM MARCH 1, 2021 THE REVENUE THRESHOLD FOR THE COMPULSORY ACCEPTANCE OF MIR CARDS FOR PAYMENT HAS BEEN REDUCED
Trading enterprises (including performers, owners of aggregators of information on goods (services)) with an annual revenue of more than 30 million roubles will be obliged to accept the national payment instrument for payment from March 1, 2021. Moreover, from July 1, 2021 this threshold will decrease to 20 million roubles. Currently, this threshold is fixed as 40 million roubles.

For citizens of two more countries - Greece and Singapore the government lifted the restrictions on entry to Russia introduced due to the pandemic. Citizens of these states, as well as persons entitled to permanent residence in these countries, can enter Russia.

 The RF government has established rules for issuing concessional loans for the construction of hotels.

Businessmen implementing investment projects in the hotel business will be able to receive financing at a rate of 3 to 5% per annum for construction or reconstruction of hotels with 120 rooms or more, as well as hotels in multifunctional complexes with an area of at least 10% of the area of the complex. 
Such soft loans will be issued for a period of up to 15 years inclusive.

NO MORE SUDDEN MANDATORY REQUIREMENTS: FROM FEBRUARY 1, 2021 THERE ARE SPECIAL RULES OF ENTRY INTO FORCE

 Part 1 of Article 3 of the Federal Law on Mandatory Requirements in the Russian Federation shall enter into force on February 1, 2021.

This provision introduces the following rule: any new mandatory requirements related to entrepreneurial activity must enter into force either from March 1 or September 1 of the corresponding year, but not earlier than 90 days after the day of their official publication. THE NEW PROCEDURE FOR WORKFLOW IN HEALTHCARE

 From February 1, the procedure for maintaining medical records in the form of electronic documents comes into force. The procedure introduces a new rule: a medical organisation independently decides whether to switch from paper document flow to electronic. If employees of the medical organisation take a decision to keep medical records in electronic form, then all of the documents, by default, are kept precisely and only in electronic form, and paper is not used at all.

At the patient's request, a paper copy of the documents can be provided.

NEW REQUIREMENTS FOR SOCIAL MEDIA OWNERS HAVE BEEN INTRODUCED ON FEBRUARY 1, 2021

 A new article appeared in the Law on Information, Information Technologies and Information Protection, which establishes features of posting information in social networks. The mentioned article entrusts owners of social networks with a number of responsibilities to control the content of the social network. 

In concerns social networks with a daily traffic of over 500 thousand users located in Russia. 
Information subject to blocking includes: 
- materials with child pornography; 
- information on methods of committing suicide and calls to commit it; 
- information on methods of making and using drugs; 
- calls for riots, participation in mass (public) events held in violation of the established order; 
- certain other types of information. 
If such information is revealed, the owner of the social network must immediately take measures to restrict access to it. 
Users of blocked information may appeal against such decision.

CITIZENS WILL BE ABLE TO VERIFY THE AUTHENTICITY OF NOTARIAL DOCUMENTS BY QR CODE

 From December 29, 2020, a QR code will appear on most paper notarial documents. 

The main details of the document are encrypted in the code: information about the applicants or their representatives, date of a document, a registration number and a type of a notarial act, surname, first name and patronymic of the notary, a notarial district. Anyone can check this data. 
Electronic documents do not require a QR code, as they are protected by the notary's encrypted and certified digital signature.

 The Ministry of Sports approved the new All-Russian Anti-Doping Rules. These rules contain the duties and responsibilities of athletes and others, as well as sports organisations.  A new type of entities has emerged in Russia since 2021 that is a trusted third party. It is designed to provide confidence in the exchange of electronic documents with electronic signatures. Requirements for means of trusted third parties have been approved, including requirements for digital signature tools. Means of trusted third parties includes the following:

- confirmation of the validity of the digital signature; 
- verification of the compliance of approved certificates and the powers of participants in electronic interaction; 
- acknowledgement, creation and verification of a trusted time stamp; 
- documenting operations performed by means of trusted third parties; 
- providing information on completed operations.

SOBERING-UP STATIONS WILL APPEAR IN THE COUNTRY AGAIN

It was decided to restore the sobering-up system in Russia. This refers to specialized medical facilities to provide assistance to persons in a state of alcoholic, narcotic or other intoxication. The rules for the operation of sobering-up stations, including the types of assistance provided in them, will be approved by a joint act of the Ministry of Public Health, the Ministry of Labour and the Ministry of Internal Affairs.

MANDATORY TESTING FOR DRUG ADDICTION AND ALCOHOLISM WHEN OBTAINING AND REPLACING A DRIVER'S LICENCE IS POSTPONED UNTIL 2022

 The Ministry of Public Health again postponed the entry into force of the rules on mandatory testing for drug addiction and alcoholism when obtaining a driver's licence or replacement thereof until January 1, 2022 (but not from January 1, 2021, as previously planned).

FROM JANUARY 1, 2021 THE FINANCIAL OMBUDSMAN CONSIDERS PRE-TRIAL DISPUTES OF CONSUMERS WITH CREDIT INSTITUTIONS AND NON-GOVERNMENTAL PENSION FUNDS

 Starting from that date, credit institutions, credit consumer cooperatives, pawnshops and non-governmental pension funds shall arrange interaction with the Financial Ombudsman. As a general rule, consumers, prior to filing a claim against such financial institutions for an amount not exceeding 500,000 roubles, shall now first apply to the Financial Ombudsman for a dispute resolution.

Consumers’ appeals shall be considered by the Financial Ombudsman on a free of charge in absentia. In case of disagreement with his decision, a consumer may submit the claim to the court. For financial institutions, Ombudsman’s decisions are binding and may be enforced (through the bailiff service).

ACCORDING TO LAW NO. 223-FZ, CUSTOMERS WILL BE PUNISHED FOR VIOLATION OF THE ESTABLISHED PAYMENT DEADLINE UNDER CONTRACTS CONCLUDED WITH SMES

 The Ministry of Education and the Federal Service for Supervision over Education announced decisions taken due to the complicated epidemiological situation regarding the procedure for holding the Uniform State Examination and the state final certification of graduates of the 9th and 11th grades in 2021.
