From July 1, 2021, those who have recovered from COVID-19, as well as citizens in relation to whom there is no information about the transferred COVID-19 disease, will be able to undergo an in-depth medical examination.

TRANSFER OF RIGHTS TO SOFTWARE INCLUDED INTO THE UNIFIED REGISTER OF RUSSIAN SOFTWARE SHALL BE EXEMPTED FROM VAT, REGARDLESS OF THE TYPE OF CONTRACTS CONCLUDED
Exemption from VAT upon the transfer in 2021 of the rights to use software included into the unified register of Russian software shall apply regardless of the type of contracts being concluded.

CATERING WILL BE EXEMPTED FROM PAYING VAT
The State Duma adopted a law that, among other things, exempts catering organisations from paying value added tax. Starting from January 1, 2022, on the territory of Russia for catering services rendered on the territory of Russia through restaurants, cafes, bars, fast food outlets, buffets, cafeterias, canteens, snack bars, culinary departments at these facilities or other similar catering facilities, as well as off-site service, shall not be taxable with value added tax.

CERTAIN PROVISIONS OF THE CIVIL CODE OF THE RUSSIAN FEDERATION ARE ADJUSTED
The new version sets out the scope of rights under the pledged security, that may be exercised by the pledgee, aimed at reducing risks of the pledger in terms of loss of control. 
Also, the Code was supplemented by a rule that gives the Government of the Russian Federation the right, in the cases and on the conditions provided for by an international treaty, to decide on the use of an invention for production of a medicinal product on the territory of Russia for the purpose of exporting it without the consent of the patent holder. The latter is then entitled to obtain proportionate compensation. 
The purpose of these changes is to form a legal basis for providing assistance in emergency situations upon requests of foreign states that do not possess their own production facilities for production of medicines necessary to combat epidemics.

BANKS WILL BE FINED FOR ILLEGAL ACTIVITIES RELATED TO RECOVERING OVERDUE DEBTS
Amendments to the legislation concern holding liable legal entities the main activity of which is the return of overdue debts. 
Penalties for credit organisations are introduced for violation of requirements of the legislation on protection of rights and legitimate interests of citizens in performing such activities. Amounts of fines are increased.

KEY RATE INCREASED TO 5.5% PER ANNUM
 
The Bank of Russia Board of Directors raised the key rate from June 15, 2021 by 50 basic points to 5.5% per annum. However, the Central Bank predicts a further increase in the key rate at the next meetings.

FAMILIES WITH CHILDREN WILL BE ABLE TO BUY TICKETS FOR LONG-DISTANCE TRAINS AT DISCOUNTED FARES
Parents, as well as tutors-at-law, travelling within Russia on long-distance trains with one child or several children under the age of 18 will be able to buy tickets at discounted rates. The reduced fare shall be calculated as the difference between the cost of a ticket for the selected route in a compartment and half of its cost in a reserved seat carriage.

FOREIGN CARRIERS WERE WARNED ABOUT THE NEED TO PAY FINES FOR TRAFFIC VIOLATIONS

 

On June 7, 2021, certain amendments to the Law on State Control over the Implementation of International Road Carriages and on Liability for Violation of the Rules for the Conduct Thereof came into force.
Now the obligation to pay an administrative fine for traffic violations will affect drivers of foreign vehicles leaving the territory of Russia and participating in transportation activities.
The vehicle can be allowed to leave only after the payment of an administrative fine by the driver (traffic offender).

IN ORDER TO REMOTELY SUBMIT DOCUMENTS TO A UNIVERSITY, APPLICANTS CAN RECEIVE AN ENCRYPTED AND CERTIFIED DIGITAL SIGNATURE CERTIFICATE AT THE CERTIFICATION CENTRE OF THE CADASTRAL CHAMBER
For remote admission to a university, applicants need to prepare not only a package of documents, but also receive an encrypted and certified digital signature certificate. 
A certificate of an encrypted and certified digital signature can be obtained from the certification centre of the Cadastral Chamber. An individual's encrypted and certified digital signature certificate cannot be obtained in the name of another person by power of attorney.

BOTTLED WATER WILL BE MARKED WITH IDENTIFICATION MEANS

From September 1, 2021, the rules for labelling packaged water with identification means shall be established.

It will be necessary to apply identification means and submit data into the state information system for monitoring the turnover of goods, depending on the category of goods, from December 1, 2021 or from March 1, 2022.

SHOPPING CENTRES ARE RECOGNIZED AS AN INDEPENDENT ECONOMIC ACTIVITY
Amendments to the All-Russia Classifier of Economic Activities (OKVED 2) and All-Russia Classifier of Products by Type of Economic Activity (OKPD 2) were approved by the order of the Federal Agency on Technical Regulation and Metrology. These amendments provide for the isolation of activities and services for the lease and management of own or leased commercial real estate into separate codes for economic activity and product codes.

CREDIT, INSURANCE ORGANISATIONS AND NON-GOVERNMENTAL PENSION FUNDS WILL HAVE TO DISCLOSE INFORMATION ON CONTROLLING PERSONS

 Credit, insurance organisations and non-governmental pension funds will have to provide the Bank of Russia with information on their controlling persons from July 1, 2021. 

This information, filled in according to special templates, will be disclosed on the website of the Bank of Russia.

A BAN ON ‘GRAY’ SIM CARDS IS INTRODUCED
On June 1, 2021, amendments to the Law on Communications entered into force. The amendments are intended to counteract the theft of mobile phones, the proliferation of illegal SIM-cards, and also contribute to the de-anonymization of corporate mobile subscribers.
From now on, subscribers who are legal entities or individual entrepreneurs concluded an agreement on the provision of mobile radiotelephone communication services can provide individuals with the opportunity to use corporate communication services under this agreement only if the corporate subscriber has entered information about such users into the Unified System of Identification and Authentication.

TRANSFERS THROUGH THE FAST PAYMENT SYSTEM WILL BECOME MORE ACCESSIBLE
The Bank of Russia informs about an increase in the limit for money transfers of citizens on accounts through the Faster Payments System up to 150 thousand roubles in a day.
As the Central Bank of the Russian Federation explains, at the moment some banks are underestimating the limits on the volume of transfers via the Faster Payments System (FPS) per day. Credit institutions will have to adjust them by June 10, 2021 inclusive.
And from April 1, 2022, FPS participants will be obliged to provide customers with the opportunity to pay for purchases and services using the FPS mobile application.

COVID! FLIGHTS TO LONDON RESUMED FROM JUNE 2, 2021, AND FLIGHTS TO TURKEY AND TANZANIA ARE PROHIBITED UNTIL JUNE 21, 2021
From June 10, 2021, flights with Austria, Hungary, Mauritius, Morocco, Croatia, Albania, Lebanon and Luxembourg will resume. 
Also, from that date, the number of flights from Greece, Azerbaijan, Armenia, Qatar, Uzbekistan and Tajikistan, Egypt and Serbia will be increased. Air communication with Germany on the route Moscow - Munich will open. 
Flights from Moscow to London resumed from June 2, 2021. 
The ban on flights with Turkey and Tanzania has been extended until June 21, 2021 inclusive.

THE GOVERNMENT WILL SUPPORT DOMESTIC CHARTER FLIGHTS
Government starts support program for tour operators using domestic charter flights. It assumes reimbursement of travel companies 50% of the cost of organising a charter. At the same time, at least six paired flights along the same route must be involved in the transportation of tourists. The number of passengers carried must be at least 300 people on one route. Expenses are reimbursed only for charter flights ordered by the tour operator from June 1, 2020.

 For citizens who have lost their jobs, retraining and additional vocational education programs are available with the possibility of further employment. The following people can also become members of these programs:

- individuals of pre-retirement age;
- women on parental leave under 3 years of age;
- unemployed women and have preschool children.

SIMPLIFIED PROCEDURE IS AVAILABLE WHEN FILING DOCUMENTS FOR STATE REGISTRATION OF ORGANISATIONS AND INDIVIDUAL BUSINESSMEN

 A notary that attested authenticity of the signature on an application for state registration of an organisation (at its creation) or an individual businessman, shall send such application with other necessary documents attached to a registering authority. 

Notarial certification of the signature on the application, as well as the subsequent sending of the relevant documents to a registering authority, shall be performed by notaries within the framework of one notarial act. 
If there are several founders of an organisation, then the documents shall be submitted by a notary that certified the signature of the last applicant.

 Ordinary tourist visas will be issued for a period of up to six months. Condition to comply: a foreign citizen must have a confirmation of acceptance by the tour operator or reservation in a hotel or another accommodation facility from the unified list of qualified hotels, ski slopes, beaches.

CHILDCARE SICK LEAVES WILL BE PAID IN FULL (100 PER CENT) VOLUME STARTING FROM SEPTEMBER, 2021

 From September 1, 2021 childcare sick leaves (this refers to children up to seven years old inclusive) in the amount of 100% of the average earnings, regardless of length of service. This measure will allow receiving increased payments to 1.5 million parents annually.
