THE LIABILITY FOR VIOLATION OF THE RULES OF TRAVEL THROUGH RAILWAY CROSSINGS HAS BEEN TOUGHENED

 The amount of the fine provided for the clause "Violation of the Rules for Traffic through Railway Tracks" has been increased from one thousand roubles up to five thousand roubles.

The liability for driving through an unregulated railway crossing when an approaching train is also toughened (locomotive, rail car). For this violation, not only a fine, but also an alternative punishment may now threaten - deprivation of the right to drive vehicles for a period of three to six months.
In addition, the possibility of paying an administrative fine for committing these offences in the amount of half of the amount imposed is now excluded.

FAMILIES WITH CHILDREN WILL BE ABLE TO GET A PREFERENTIAL MORTGAGE FOR CONSTRUCTION OF PRIVATE HOUSES

 Loans are provided for construction of private houses (with purchasing a land plot, if necessary) for families whose second or subsequent child was born after January 1, 2018, and also for families with disabled child (children). 

The house should be built by companies or individual businessman under a contract. Downpayment should be 15% of construction costs (for the cases when land plots are already in ownership), or the cost of land and construction. The maximum loan amount is six million roubles, and for Moscow, St. Petersburg, Moscow and Leningrad regions - twelve million roubles.

NEW SMARTPHONES, COMPUTERS AND TVS WITH SMART TV FUNCTION SHOULD BE EQUIPPED WITH FREE PRE-INSTALLED RUSSIAN SOFTWARE

 From April 1, 2021, smartphones, tablet computers, stationary computers, laptops, TVs with the Smart TV function are sold with pre-installed Russian programs. 

If this kind of software is not installed for any reason, the product is considered defective.

THE MINISTRY OF PUBLIC HEALTH WILL POST ON THE WEBSITE INSTRUCTIONS FOR PROVIDING FIRST AID TO EMPLOYEES

 From September 1, 2021, new requirements will apply to the first aid kits for providing first aid to employees. In total, the first-aid kit shall contain 12 medical devices, including masks, gloves, bandages. However, the last but not the least thing will be the first aid instructions.

IN CONNECTION WITH INTRODUCTION OF A PRODUCT TRACEABILITY SYSTEM, THE INVOICE FORM HAS BEEN CHANGED

 Starting from July 1, 2021, a national product traceability system will be introduced. In this regard, the form of the invoice has been adjusted.

It is supplemented with a line to reflect the details of the shipment document. Columns for specifying the number of the declaration for goods or the registration number of the batch of goods subject to traceability, etc., have been added. The form of the corrective invoice has been supplemented with similar details.

THE UNIFIED REGISTER OF TYPES OF CONTROL WILL BECOME PART OF THE REGISTER OF PUBLIC SERVICES

 The Government of the Russian Federation has established the rules for the formation and maintenance of a unified register of types of federal, regional state control (supervision) and municipal control.

There are among the highlights:
- this register is a part (sub-register) of the Federal Register of State and Municipal Services, information from it is publicly available;
- the Ministry of Economic Development of the Russian Federation was appointed the registry operator;
- The "federal" part of the register will start working on July 1, 2021, the "regional" part of the register is recommended to be completed by November 1, 2021;
- a wide volume of unified information on the type of control will be entered into the register: which body supervises, what exactly this body checks, into which classes/categories the supervised objects are divided, etc., including the texts of regulations on the procedure.

THE DEADLINE FOR FILING ANNUAL REPORTS BY NON-COMMERCIAL ORGANISATIONS WITH THE RF MINISTRY OF JUSTICE HAS BEEN POSTPONED UNTIL JULY 15, 2021

 The Ministry of Justice has postponed until July 15, 2021 the deadline for filing reporting forms providing information on amount of funds and another property obtained from foreign sources, as well as on information of spending such funds and use of another property, for 2020 (usually such reports are submitted no later than on April 15 of the year following the reporting year).

THE TERMS OF OFFICE FOR JUSTICES OF THE PEACE ARE ADJUSTED

 Amendments, in particular, provide that justices of the peace shall be appointed (elected) to office for the first time for three years, and then upon reappointment (re-election) without limitation of the term of office. At the same time, the age limit for serving as a justice of the peace (magistrate) will be kept and fixed as 70 years old.

LAW ON ‘GARAGE AMNESTY’ HAS BEEN SIGNED

 Until January 1, 2026, citizens using garages that are capital construction facilities and had been built before December 30, 2004 (or heirs of such citizens) have the right to be granted free ownership of a land plot being in state or municipal ownership, on which such garage is located.

STARTING FROM 2022, INDIVIDUALS WILL BE ABLE TO OBTAIN A PERSONAL INCOME TAX DEDUCTION FOR PHYSICAL TRAINING

 According to amendments to the Tax Code, individuals will be able to obtain tax deductions in amounts paid at their own expense within the tax period for health and fitness services provided to an individual, or to his or her children under the age of 18.

WORKERS ARE NOT REQUIRED TO BE VACCINATED AGAINST CORONAVIRUS

 Three recent letters from the authorities at once are devoted to the compulsory vaccination for workers. As a general rule, immunization in Russia is voluntary. Citizens have the right to refuse preventive vaccinations.

Nevertheless, the lack of preventive vaccinations entails the refusal to hire citizens or the suspension of citizens from work, the performance of which is associated with a high risk of contracting infectious diseases. The list of such works is approved by the Government.

NEW LISTS OF POSITIONS AND ORGANISATIONS FOR ALTERNATIVE SERVICE HAS BEEN APPROVED

 The Ministry of Labour of the Russian Federation approved a new List of types of work, professions, positions in which citizens undergoing alternative civilian service can be employed, consisting of 124 items, as well as the List of organisations where such service is provided.

THE RF CODE OF ADMINISTRATIVE OFFENCES NOW ALLOWS THE POSSIBILITY TO REDUCING FINES BELOW THE LOWER LIMIT FOR ‘REGIONAL’ OFFENCES

 The President of the Russian Federation signed amendments to the Code of Administrative Offences providing for the possibility of imposing an administrative punishment on an offender in exceptional cases in an amount less than the minimum established by the regional law on administrative offences. This applies to both citizens and officials.

COVID! FROM APRIL 1, 2021, FLIGHTS TO GERMANY, VENEZUELA, SYRIA, TAJIKISTAN, UZBEKISTAN AND SRI LANKA WILL RESUME

 From April 1, 2021, it was decided to resume regular international flights with Syria, Tajikistan, Uzbekistan and Sri Lanka (one flight from Moscow every week), as well as with Venezuela (Moscow - Caracas twice a week). 

In addition, from April 1, air traffic with Germany will open and the number of flights to Cuba will increase.
Foreigners must have a negative coronavirus test done by PCR no earlier than 72 hours before flying to the Russian Federation. Russian citizens must pass a PCR test upon arrival in Russia within 72 hours.

SINCE 2021, THE PROCEDURE FOR LICENSING ACTIVITIES FOR THE TECHNICAL PROTECTION OF CONFIDENTIAL INFORMATION HAS CHANGED

 In connection with the introduction of the registry model for the provision of public services, the procedure for obtaining licences for the technical protection of confidential information has been adjusted. 

The rules on the issuance of a duplicate or copy of a licence are excluded. The list of grounds for refusal to provide public services has been expanded. Norms on payment of state fees are clarified. Provisions for issuing a licence on paper are excluded. 
The issues of providing an extract from the register of licences have been resolved. Licence on a paper medium is provided for a fee.

ONLY ONE MONTH LEFT FOR DECLARING PERSONAL INCOME TAX OBTAINED

 Before April 30, 2021, declarations on income obtained in 2020 shall be filed with tax authorities. 

It must be done, if you sold real estate that was owned for less than the minimum period of ownership, or in the case of expensive gifts received not from near relatives, or winning an amount in a lottery, renting out property or obtaining income from foreign sources. You should also file a declaration if you are an individual businessman, a notary in private practice, a lawyer that has established a law office, or if you are engaged in another private activity.

SPECIAL PROCEDURE FOR ISSUING QUARANTINE SICK LEAVE TO PERSONS OVER 65 IS VALID UNTIL MAY 1, 2021

 The RF government decided to extend the Temporary Rules for issuing certificates of incapacity for work (sick leave), assignment and payment of benefits for temporary incapacity for work in case of quarantine for insured persons aged 65 or over, until May 1, 2021.

RESORT TAX IN CRIMEA POSTPONED AGAIN - UNTIL MAY 1, 2022

 The Law of the Republic of Crimea, dated December 23, 2020, postponed application of the resort tax in Crimea until May 1, 2022.

SINCE MARCH 20, 2021 WRITTEN FORM OF THE STORAGE AGREEMENT BETWEEN CITIZENS SHALL BE NECESSARY IF THE VALUE OF THE THING EXCEEDS 10,000 ROUBLES

 In connection with the amendments to the Civil Code of the Russian Federation regarding the replacement of the words “the minimum wage” by fixed rouble amounts, the lower limit of the cost of things transferred to citizens' storage has changed. Now it's 10,000 roubles.

The transfer of the thing must be certified by the keeper by issuing to the depositor a deposit receipt, deposit ticket, certificate or other documents signed by the keeper.

FINES FOR VIOLATIONS IN THE FIELD OF PERSONAL DATA WILL INCREASE FROM MARCH 27, 2021

 At the end of February, amendments to Article 13.11 of the Code of Administrative Offences of the Russian Federation were introduced; these amendments provide for tougher liability for violations in the field of personal data. The sanctions for such violations no longer provide for the possibility of applying a warning, and amounts of fines has doubled. Repeated committing of some violations is highlighted in separate offences.
