THE CENTRAL BANK OF THE RUSSIAN FEDERATION HAS KEPT THE KEY RATE AT 7.5%
On December 16, 2022, the Bank of Russia decided to keep the key rate at 7.5% per annum. 
According to the forecast of the Central Bank of the Russian Federation, annual inflation decreases to 5-7% in 2023 and returns to 4% in 2024.

THE MINISTRY FOR DIGITAL DEVELOPMENT, COMMUNICATIONS AND MASS MEDIA TAKES A STAND AGAINST THE INTRODUCTION OF A BAN ON REMOTE WORK IN IT COMPANIES FROM ABROAD
According to the Ministry of Digital Development, a ban on remote work in IT companies for employees located abroad could slow down the pace of development of digital platforms, which could ultimately have a negative impact on their competitiveness. 
Decisions on the format of the work of their employees should be made by IT companies themselves.
At the same time, the Ministry is against the remote work of developers in projects for the creation and development of state information systems and proposes to include relevant requirements in government contracts.

NEW: SPECIFICS OF CALCULATION OF BENEFITS FOR PERSONS WORKING UNDER CIVIL LAW CONTRACTS
Starting from January 1, 2023, employees working under civil law contracts (except for self-employed persons) become subject to compulsory social insurance with respect to cases of temporary disability and in connection with motherhood.

INTERNATIONAL DATA TRANSFER: THE FEDERAL SERVICE FOR SUPERVISION IN THE SPHERE OF TELECOM, INFORMATION TECHNOLOGIES AND MASS COMMUNICATIONS (ROSKOMNADZOR) RECALLED INNOVATIONS
From March 1, 2023, a new procedure for cross-border transfer of personal data shall be introduced. Roskomnadzor approves the list of foreign states providing adequate protection of the rights of personal data subjects. The duties of operators have been clarified. 
Notification of Roskomnadzor on each fact of cross-border transfer of personal data, as well as on each new counter-party or change in the number of counter-parties shall not be provided.

ON MARCH 1, 2023, PROVISIONS RELATED TO "LIFT SUPERVISION" FOR OPERATION OF ELEVATORS AND LIFTING PLATFORMS FOR DISABLED PERSONS, COME INTO FORCE
From March 1, 2023 federal state control is established with respect to the safe use and maintenance of dangerous technical devices of buildings and facilities, which, inter alia, include elevators and lifting platforms for disabled persons. Rostekhnadzor will act as the supervising body.

DURING WHICH DOMESTIC RETAIL CHAINS WILL BE ABLE TO PURCHASE RETAIL SPACE OF OTHER RETAILERS IN THE EVENT OF THEIR WITHDRAWAL FROM RUSSIA HAS BEEN EXTENDED
Until December 31, 2023, the period during which the provisions of Article 14 of the Law on Trade Activities are not applied to large retail chains engaged in retail trade in food products has been extended. This article prohibits a food retailer, whose share in the annual volume of all goods sold in the territory of a constituent entity of the Russian Federation or a municipality exceeds 25%, to acquire or rent an additional area of retail facilities within the boundaries of the corresponding administrative-territorial entity.
The exception in question applies when the following conditions are met:
- the other party to the transaction is an organisation controlled by a foreign legal entity as of the date of its conclusion, while control arose earlier than June 15, 2022;
- the controlled entity is also the owner of a food retail chain but has ceased its activities in Russia (or announced its termination).

THE LIST OF COUNTRIES WITH WHICH RUSSIA AUTOMATICALLY EXCHANGES FINANCIAL INFORMATION HAS BEEN ADJUSTED
The Federal Tax Service approved a new list of foreign states (territories) with which automatic exchange of financial information is carried out. There are now 85 states and 11 territories in the list. The list is supplemented by such states as Kazakhstan, Maldives and Oman. Switzerland and the Cayman Islands are removed from it.

CABINET OF MINISTERS EXTENDED THE RULE ALLOWING COMPANIES NOT TO DISCLOSE THEIR CONSOLIDATED FINANCIAL STATEMENTS
The Government extended, until July 1, 2023, the rule allowing companies not to disclose annual and interim consolidated financial statements. The decision has been made in order to reduce the risk of using sensitive information available in reporting by hostile countries that impose sanctions on Russian companies.

SUPPORTING MEASURES FOR DEALERS, BROKERS, FOREX DEALERS, PRIVATE PENSION FUNDS, MANAGERS AND MANAGEMENT COMPANIES TO BE EXTENDED FOR 2023
The Bank of Russia will provide an opportunity for dealers, brokers, forex dealers, managers and management companies to gradually form reserves for blocked assets (discount their value) during 2023 to calculate the capital and equity adequacy ratio.

FROM 2023, THE MINISTRY OF INTERNAL AFFAIRS STARTS ISSUING PERMITS TO FOREIGNERS FOR TEMPORARY RESIDENCE IN RUSSIA FOR THE PURPOSE OF EDUCATION
The Ministry of Internal Affairs provides for the issuance and cancellation of permits for temporary residence in Russia for the purpose of obtaining education. Permits will be issued and annulled directly by territorial bodies of the Ministry of Internal Affairs.

RUSSIA EXTENDED FOR A YEAR RESTRICTIONS ON THE EXIT OF LARGE FOREIGN INVESTORS FROM MINING AND ENERGY PROJECTS
The President extended for a year - until December 31, 2023 inclusive, the ban on transactions with shares, stakes, rights and obligations under production sharing agreements, joint venture agreements. This ban also covers agreements under which investment projects are implemented in Russia, if securities, shares, rights and obligations belong to foreign persons associated with unfriendly countries, or persons controlled by them.

AMENDMENTS HAVE BEEN MADE TO THE RF CIVIL CODE REGARDING LEGAL PROTECTION OF ITEMS OF INTELLECTUAL PROPERTY RIGHTS REGISTERED IN ACCORDANCE WITH INTERNATIONAL TREATIES
Amendments, in particular, provide for the following: 
- the rules on granting legal protection on the territory of Russia to an industrial design registered in accordance with an international treaty are established; 
- issues of granting legal protection on the territory of Russia to a geographical indication or appellation of origin registered in accordance with an international treaty, and (or) granting an exclusive right to them, are settled.
The exclusive right to the specified geographical indication or appellation of origin should be valid for 10 years.

MECHANISM OF STATE SUPPORT OF INDUSTRY IS BEING IMPROVED
The Law on clarifying the rules for state support of business entities in the area of industry comes into force on December 16, 2022. The Ministry of Industry and Trade will have the right to approve the list of works and services of state funds for the development of industry to provide financial and other types of support.

BANK OF RUSSIA EXTENDED THE RESTRICTION ON EXCHANGE TRADING IN BLOCKED SECURITIES UNTIL APRIL 1, 2023
Russian depositories must continue to keep separate records of clients' rights to blocked assets. Brokers, in turn, are not entitled to accept and execute clients' orders to make transactions with such securities on the exchange market. At the same time, the owners' right of ownership to such foreign securities is retained.
The statement notes that these rules do not apply to securities of foreign issuers carrying out their main activities in Russia.

THE LIST OF PERMITTED CURRENCY TRANSACTIONS BETWEEN RESIDENTS HAS BEEN EXPANDED
Settlements are possible without restrictions between residents in foreign currency on payment of monetary claims denominated in foreign currency, which are assigned by non-residents to residents under foreign trade agreements, as well as to residents who are financial agents under such agreements. 
This is about settlements on claims ceded by non-residents who supply goods, perform work, provide services, transfer information or results of intellectual activity, including exclusive rights to them, as well as other non-residents who are holders of monetary claims to residents under the relevant foreign trade agreements.

THE PRESIDENT EXTENDED A NUMBER OF RESTRICTIONS IN THE AREA OF CURRENCY REGULATION UNTIL THE END OF 2023
The ban for residents has been extended until the end of 2023: 
- to pay for a share, contribution, share in the property (authorised or share capital, unit fund of a cooperative) of a non-resident legal entity; 
- to make contributions to a non-resident under a simple partnership agreement with investment in the form of capital investments (a joint activity agreement). 
The permission of the Central Bank of the Russian Federation is required for these transactions..

LIBERALISATION OF INFORMATION DISCLOSURE BY SECURITIES ISSUERS AND INSIDERS TO BE VALID UNTIL JULY 1, 2023
In March 2022, the RF Government has adopted a temporary decision that allows, until December 31, 2022, issuers of securities and persons that are insiders to disclose and (or) provide information in limited contents and (or) volume, or refuse to disclose and (or) provide information envisaged by the legislation on joint-stock companies, on securities and (or) on countering the misuse of insider information and market manipulation, in order to protect against possible sanctions from hostile countries. 
Now, a decision of the Government of the Russian Federation is published extending the validity of this measure for six months - until July 1, 2023.

DECLARATION-FREE PROPERTY TAXATION: WHAT’S NEW TO BE EXPECTED IN 2023?
From January 1, 2023, taxpayers that are Russian organisations should not include into the declaration information on taxation items the tax base for which is determined as the cadastral value. If a company possessed only the specified items in the expired tax period, the tax declaration is not required. 
From 2023, tax authorities will send organisations electronic messages concerning the calculated amounts of property tax based on information from the Russian State Cadastral Register and other authorised agencies. 
The messages will also include calculations of transport and land taxes, that will allow to see information on the total amount of tax expenses for the property of a legal entity.

VIRTUAL OBLIGATORY MEDICAL INSURANCE (OMI) POLICIES WILL START WORKING FROM DECEMBER 1, 2022
On the first day of winter, digital OMI) policies should be launched - in fact, the policy will simply be the number of the patient’s data entry in the electronic register of the insured, so it will be enough for a patient who seeks medical assistance to present only a passport. The children's policy should also contain information on the legal representatives of a little patient. You can get such a policy in the form of a two-dimensional bar-code on the Portal of Government Services. The possibility to obtain a policy on a tangible medium is also preserved: this requires an application from the insured.

CONSTITUTIONAL COURT BANNED THE PUNISHMENT OF DRIVERS FOR DRUG INTOXICATION UNTIL AMENDMENTS ARE MADE TO THE CODE OF ADMINISTRATIVE OFFENCES OF THE RUSSIAN FEDERATION
The Constitutional Court of the Russian Federation forbade bringing to administrative actions against drivers who drove a car after taking medicine  drugs (not narcotic or psychoactive drugs, and  not spirituous medicine)  that negatively affect attention and reaction.
The federal legislator should immediately take measures to eliminate the constitutionally significant gap in the note to Article 12.8 of the Code of Administrative Offences of the Russian Federation.

PERSONS CONTROLLING THE DEBTOR WILL BE ABLE TO PARTICIPATE IN THE CONSIDERATION OF ISSUES AFFECTING THEIR LIABILITY
The Law on Bankruptcy has been supplemented with a provision that gives persons held liable in a bankruptcy case the right to participate in the consideration of issues that could affect the scope of their obligations, including the right to appeal against judicial acts adopted on such issues.
In addition, it is possible for the person controlling the debtor to file a petition to involve him/her in the bankruptcy case. If the arbitration court satisfies this petition, the controlling person will also receive the right to take part in the consideration of these issues.

Resident citizens are allowed to receive shares in limited liability companies from foreign citizens of unfriendly countries free of charge if such foreign citizens are their spouses or close relatives.

DRIVER'S LICENSES NOW MAY BE FOUND THROUGH A SOCIAL NETWORK, BUT PAPER ONES ARE STILL REQUIRED
Public services launched a test version of the Auto mini-app in cooperation with ‘Vkontakte’. Users will be able to show the traffic police a digital driver's licence, a digital certificate of a transport vehicle, as well as transfer the right to drive a vehicle to another driver or revoke such right, view documents for a car. 
Such digital documents will be generated in the form of a QR code to be identified by traffic police officers with the use of a special device. At the same time, traffic inspectors are entitled to ask also for the original driver's licence and motor vehicle certificate.

AMENDMENTS INTO THE CODE OF ADMINISTRATIVE OFFENCES - CLARIFYING INSPECTORS’ LIABILITY
The Law clarified the administrative liability for controlling persons with respect to violations of the legislation on state (municipal) control. 
Officials of control (supervisory) agencies, state corporations and public law companies are now deemed responsible for violations during inspections, but also for violations performed during other control measures, as well as for violations during preventive measures.

THE RUSTORE APP STORE IS INCLUDED IN THE LIST OF PROGRAMS FOR MANDATORY PRE-INSTALLATION ON SMARTPHONES OR TABLETS IN 2023
Pre-installation of a uniform application store on smartphones or tablets will be carried out instead of the program for accessing socially significant information resources APP List, which was previously included in the list.

LAWYERS, NOTARIES, LEGAL SERVICE PROVIDERS AND OTHER SUBJECTS OF THE ANTI-MONEY LAUNDERING LAW NO. 115-FZ MUST UPDATE THEIR INTERNAL CONTROL REGULATIONS - NO LATER THAN ON DECEMBER 30, 2022
The Federal Financial Monitoring Service (Rosfinmonitoring) reminds that on December 1, 2022, amendments to the anti-money laundering law (No. 115-FZ) come into force. The amendments concern, inter alia, application of measures against persons included into the lists of organisations compiled by the UN Security Council or agencies specially created by decisions of the UN Security Council and individuals associated with the proliferation of weapons of mass destruction. 
The amendments provide for supplementing internal control programs that regulate the procedure for applying measures to freeze (block) funds or another property, with the procedure for making decisions to cancel the measures taken and for notifying organisations and individuals of such measures.

FROM APRIL NEXT YEAR, A NEW PROCEDURE FOR LICENSING CERTAIN TYPES OF ACTIVITIES IN THE FINANCIAL MARKET WILL BE IN EFFECT.
 
The Bank of Russia has updated the procedure for obtaining licences for professional activities on the securities market, for investment fund activities, for managing investment funds, unit investment funds and non-state pension funds, for the activities of a specialised depository, as well as for acquiring the right to investment consulting.
Among other things, a simplified procedure for obtaining permits for additional types of activities on the securities market shall be introduced, when the possibility of such a combination is provided for by law. A notification procedure has been established for admission to certain types of professional activities on the securities market, including investment consulting.

THE LIST OF GROUNDS FOR TERMINATING THE ACCREDITATION OF A BRANCH OR REPRESENTATIVE OFFICE OF A FOREIGN LEGAL ENTITY HAS BEEN EXPANDED
The accreditation of a branch or representative office of a foreign legal entity will be terminated, including if a foreign legal entity, due to a change in its personal law, is registered in the Unified State Register of Legal Entities with the status of an international company.

TRANSACTIONS WITH SHARES OF WHICH BUSINESS ENTITIES ARE TEMPORARILY PROHIBITED?
The list of companies has been approved for which the President has been prohibited from making transactions until the end of 2022 to change the rights of ownership, use and disposal of shares and stocks in the authorised capitals of certain business companies owned by foreign persons from unfriendly countries.
These are business companies that: 
- are manufacturers of equipment for fuel and energy companies and provide services for the maintenance and repair of such equipment; 
- are producers and suppliers of heat and (or) electric energy; 
- process oil, petroleum raw materials and produce products of their processing. 
The list includes 191 organisations.

THE PRESIDENT APPROVED THE FUNDAMENTALS OF STATE POLICY FOR THE PRESERVATION AND STRENGTHENING OF SPIRITUAL AND MORAL VALUES
The Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values have been approved. The Fundamentals are a strategic planning document in the area of ensuring the national security of Russia, defining goals, objectives, as well as tools for the protection of spiritual and moral values by the state.

SINCE NOVEMBER 6, AN UPDATED VERSION OF THE GUIDELINES FOR THE PREPARATION OF A REGULATORY DOCUMENT ON THE QUALITY OF A MEDICINAL PRODUCT HAS BEEN IN EFFECT
On November 6, 2022, the Resolution of the Collegium of the Eurasian Economic Commission came into force, which, sets out the Guidelines for the preparation of a regulatory document on the quality of a medicinal product in a new wording.
At the same time, it was established that the documents approved up to this point are valid until the expiration of their validity period or until the applicant makes changes to the registration dossier of the pharmaceutical product.

The Ministry of Economic Development of the Russian Federation announces the registration of the first digital regulatory legal act created using the Digital Regulations Constructor. This is the Administrative Regulations of the Federal Education and Science Supervision Service for the provision of the public service "Providing information on the results of assessing the performance of scientific organisations subordinate to federal executive authorities performing scientific research, development and technological work for civil purposes" (registered with the Ministry of Justice on November 7, 2022).

The Federal Tax Service has updated the form, format and rules for filling in the calculation for 6-NDFL. The amendments are related to the transition to the system of a single tax payment, which implies, in particular, adjustment of the timing of paying personal income tax.

The mandatory PCR tests for COVID has been cancelled for citizens of the Russian Federation upon returning to Russia.

YOU CAN APPLY FOR DIVORCE VIA THE PUBLIC SERVICES WEB-PORTAL - BY FILLING IN AN APPLICATION IN THE STATE KEY APP
The key condition is mutual consent between the spouses. The family will have a month to consider their decision, then at least one of the spouses must visit a registry office and personally confirm the intention. The prerequisites also include such conditions as a verified account on the Public Services portal and the absence of minor children.

FROM OCTOBER 15, 2022, NEW RESTRICTIONS HAVE BEEN INTRODUCED ON TRANSACTIONS AND OPERATIONS INVOLVING PERSONS FROM UNFRIENDLY COUNTRIES
Transactions involving persons from unfriendly countries are restricted, as a result of which the rights to own, use and (or) dispose of more than one percent of stocks or shares that make up the authorised capital of Russian credit or insurance organisations, non-state pension funds, microfinance companies or management companies of a joint stock investment fund, of a mutual fund or of a non-state pension fund are directly and (or) indirectly established, changed or terminated, or more than one percent of the votes attributable to such stocks or shares (contributions)). Such transactions require permission from the Government Commission for the Control of Foreign Investments.

SOME INTERNATIONAL DEVELOPMENT INSTITUTIONS ARE WITHDRAWN FROM ECONOMIC SPECIAL MEASURES
The RF President withdrew from a number of economic special measures the following international institutions:
- Asian Infrastructure Investment Bank;
- International Bank for Economic Cooperation;
- International Investment Bank;
- New Development Bank; 
- Russian-Kyrgyz Development Fund. 
From now, they are not subject to the temporary procedure for transactions and fulfilling obligations, as well as currency restrictions of the Bank of Russia. The RF Ministry of Finance is entitled to provide official clarifications concerning applicability of the Decree.

THE EAEU INTRODUCES LABELLING OF ELECTRONIC CIGARETTES AND ELECTRIC VAPORIZERS
It was decided to introduce the labelling of electronic cigarettes and electric vaporizers with means of identification in the EAEU. The EAEU states will independently determine the date of introduction and the procedure for labelling. it will be necessary to notify the Eurasian Economic Commission of this no later than six months. The ban on the introduction of unlabelled electronic cigarettes or vaporizers into circulation cannot be established before October 1, 2022.

The Bank of Russia has updated the procedure for establishing official foreign exchange rates against the rouble. 
The use of additional alternative data sources is envisaged - bank reporting and digital over-the-counter trading platforms.

THERE IS A NEW CORPORATE PROPERTY TAX DECLARATION FROM 2023
The Federal Tax Service approved a new form and procedure for filling out the declaration on property tax of organisations, as well as the format for its submission in electronic form.
The amendments that have taken place are related to amendments to the Tax Code of the Russian Federation, relating, among other things:
- taxation in the implementation of agreements on the protection and promotion of capital investments (tax deduction and conditions for its application are provided);
- taxation of rental property from the lessor.

OPEN DATA OF ORGANISATIONS ON INCOME, EXPENSES AND TAXES PAID FOR 2021 IS AVAILABLE ON THE WEBSITE OF THE FEDERAL TAX SERVICE
The Federal Tax Service announced that the information of organisations for 2021 on income and expenses according to financial statements is posted on the official website of the Service in the format of open data. In addition, there is information on the amounts for each tax and duty and on insurance premiums, excluding taxes paid in connection with the importation of goods into the customs territory of the EAEU, and taxes paid by the tax agent in 2021.

RULES FOR DRIVING ELECTRIC SCOOTERS, AND OTHER AMENDMENTS TO THE TRAFFIC RULES
The Government of the Russian Federation approved amendments to the Traffic Rules, which concern, inter alia, the procedure for using electric scooters, hoverboards (gyro scooters), segways, electric unicycles and other similar devices equipped with an engine. 
Such devices will be covered by the concept of "personal mobility device" and will obtain a special legal status. Ordinary scooters and roller skates (without an engine) will not be included into the list of personal mobility devices, and their owners are still considered as pedestrians. The amendments will come into force on March 1, 2023.

A PACKAGE OF LEGAL ACTS WAS SIGNED ON THE ENTRY OF FOUR NEW SUBJECTS INTO THE RUSSIAN FEDERATION
On October 4, 2022, the President of the Russian Federation signed federal laws on the ratification of agreements concluded between Russia and the Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions, as well as federal constitutional laws on the formation of new subjects within the Russian Federation. These federal constitutional laws established a transitional period until January 1, 2026 in order to integrate new entities into the economic, financial, credit and legal systems of the Russian Federation, into the system of its state authorities. There are also features of regulation of property, social, budgetary, tax and other relations in the respective territories.

FROM OCTOBER 10, 2022, A BAN ON ROAD FREIGHT TRANSPORTATION THROUGH THE TERRITORY OF THE RUSSIAN FEDERATION FOR CARRIERS FROM A NUMBER OF UNFRIENDLY COUNTRIES IS INTRODUCED
The Government of the Russian Federation, within its authorities granted by the President, has introduced a ban on international road transportation of goods across the territory of the Russian Federation by trucks belonging to foreign carriers registered in the member states of the European Union, the United Kingdom of Great Britain and Northern Ireland, Norway, and Ukraine.

THE BANK OF RUSSIA EXTENDED RESTRICTIONS WITH RESPECT TO TRANSFERS OF FUNDS ABROAD FOR INDIVIDUALS
Restrictions on withdrawal of funds (abroad) will be in effect for another six months - from October 1, 2022 until March 31, 2023. 
However, Russian citizens and also citizens of friendly countries will be able to transfer up to 1 million US dollars per month to any account opened with a foreign bank, but through money transfer systems - no more than 10 thousand US dollars (or the equivalent in another foreign currency).

According to the Decree, the Government of the Russian Federation was granted the authority to establish a ban on international road transport of goods across the territory of the Russian Federation by trucks belonging to foreign carriers registered in foreign countries that have introduced restrictive measures against Russian citizens or legal entities in the area of international road transport of goods.

REGULATIONS ON THE MINISTRY OF JUSTICE IS EXTENDED DUE TO AMENDMENTS TO THE LAW ON PROVIDING FREE LEGAL ASSISTANCE
At the end of June 2022, amendments were made to the Law on Providing Free Legal Assistance regarding activities of legal clinics established at higher educational institutions. They come into force on December 26, 2022.

Decree of the President of the Russian Federation establishes a special procedure for transactions that directly and or) indirectly entail establishment or change of the rights of ownership, use and (or) disposal of shares in the authorised capital of an LLC or other rights that make it possible to determine conditions for managing such companies and (or) conditions for carrying out entrepreneurial activities by them, if such transactions are performed with participation of persons of unfriendly states. Such transactions man be carried out only on the basis of permits issued by the Government Commission for Control over Foreign Investments in the Russian Federation.

TERMS OF INDUSTRIAL MORTGAGE PROGRAM ARE ESTABLISHED

The Government of the Russian Federation has determined parameters of the industrial mortgage program - the provision of preferential loans to Russian organisations or individual businessmen for the purchase of real estate items for industrial activities. 

Loans under this program will be issued for up to 7 years at a preferential rate of 5% per annum. For technology companies, the rate will be 3% per annum. According to the terms of the program, the loan amount should not exceed 500 million roubles.

Organisations engaged in industrial safety expert examination are entitled to quickly obtain a licence for such activities. Now it may be issued through the portal of public services. Documents are checked remotely. Licences are issued within 10 business days. Field assessment of compliance with licence requirements is also carried out in the remote mode.

A NEW PROCEDURE FOR PROVIDING EMPLOYERS WITH FORMS OF EMPLOYMENT RECORD BOOKS HAS BEEN APPROVED

From January 1, 2023, new employment record books will be introduced. In order to purchase employment record book forms, employers should contact manufacturers or distributors, information on which is posted on the manufacturer's website. Despite the introduction of a new form of employment record books from January 1, 2023, employment record books of the previous type previously issued to employees do not need to be exchanged, and employers will be able to use the old forms without a time limit.

THE BANK OF RUSSIA HAS DETERMINED THE TABLE FORM TO REFLECT THE MAIN TERMS OF THE BANK DEPOSIT AGREEMENT

The form is developed in pursuance of amendments to the Law on Banks and Banking Activities in order to more clearly inform consumers of the terms of a bank deposit agreement. The table will indicate a type, amount, currency and term of the deposit, an amount of the constant interest rate (several rates, if provided for by the agreement, indicating the period of their application), or the procedure for determining the variable interest rate, the procedure for paying interest, the possibility of replenishing and early withdrawal of part of the deposit, as well as certain other conditions.

BAN ON CURRENCY ISSUE FEE FROM ACCOUNTS AND DEPOSITS OF INDIVIDUALS HAS BEEN EXTENDED

Until March 9, 2023, the ban for banks to charge a commission from individuals when issuing foreign currency from deposits or accounts has been extended. Also, until March 9, 2023, there will be a ban on fees for converting foreign currencies into US dollars or euros if the conversion was carried out for the subsequent issuance of funds. 

Earlier, the Bank of Russia extended until March 9, 2023 the restrictions on the withdrawal of cash currency from accounts and deposits of individuals.

AUTHORISED REPRESENTATIVES OF A FOREIGN VEHICLE MANUFACTURER HAVE THE RIGHT TO BE APPLICANTS DURING THE TYPE APPROVAL OF THE VEHICLE UNTIL THE END OF 2024

Until December 31, 2024, authorised representatives of a foreign vehicle manufacturer have the right to be applicants during the type approval of the vehicle (approval of the chassis type) or during extending the validity of that certificate of approval.

BANKS ARE NOT ENTITLED TO CHARGE A COMMISSION FROM INDIVIDUALS FOR ISSUING CURRENCY FROM ACCOUNTS OPENED BEFORE MARCH 9, 2022

The Board of Directors of the Bank decided to establish that from September 9, 2022 to March 9, 2023 a credit institution is not entitled to:

- charge a commission from individuals when issuing them cash foreign currency in the amount of the balance as of 00:00 Moscow time on March 9, 2022 from any of their deposits or accounts in foreign currency (regardless of the currency of the account or deposit) opened with this credit institution,
- charge a commission for the conversion of foreign currency in the amount of the balance as of 00:00 Moscow time on March 9, 2022 into US dollars or euros, carried out in order to issue foreign currency cash to individuals from any of their deposits or accounts in foreign currency (regardless of the currency of the account or deposit).

FROM SEPTEMBER 13, 2022, NEW COMPULSORY MOTOR THIRD PARTY LIABILITY TARIFFS TO BE APPLIED

The tariff corridor for CMTPL (maximum and minimum tariffs within which insurers set the insurance premium) for most car owners has been expanded by 26% up and down. In particular, for cars of individuals, the base rate of the tariff will be set in the range of 1,646 to 7,535 roubles (earlier the corridor was 2,224 to 5,980 roubles).

The changes are involved with an increase in the cost of spare parts in the current conditions.

From September 1, 2022 to February 28, 2023 inclusive, the export from Russia is prohibited with respect to waste and scrap of precious metals or metals clad with precious metals, other waste and scrap containing precious metals or compounds of precious metals, used mainly for extraction of precious metals that are essential for the domestic market.

On September 1, 2022, amendments to the Law on Advertising will come into force, which expand the list of cases in which it is allowed to place, distribute advertising of risk-based games, wagers carried out by organisers of gambling in sweepstakes, and means of identification of such organisers.
Advertisers, advertising distributors, operators of advertising systems that have placed advertisements on the Internet aimed at attracting the attention of advertising consumers residing in the territory of the Russian Federation will have to transfer data about such advertising to Roskomnadzor (this obligation will not apply to operators of social advertising).

FROM 2023, TAXPAYERS WILL SWITCH TO UNIFIED TAX ACCOUNTS
An institution of a unified tax account opened for each taxpayer in the Federal Treasury has been introduced. The payer transfers a unified tax payment to this account, indicating in the payment order only the amount of the payment and his/her INN. The tax authority, on the basis of documents and information available to it, will independently set off a unified tax payment towards the fulfilment of the obligation to pay taxes, fees and insurance premiums.

EXPERIMENTS ON LABELLING BEER, NUTRACEUTICALS, DISINFECTANTS, DETERGENTS AND SANITISERS ARE EXTENDED
The Government of the Russian Federation extended the labelling experiments until February 28, 2023:

- nutraceuticals and dietary supplements; 
- disinfectants, detergents and sanitisers.

IMPORTANT AMENDMENTS TO THE LEGISLATION ON PERSONAL DATA WILL ENTER INTO FORCE ON SEPTEMBER 1, 2022
On September 1, 2022, the July amendments to the Law on Personal Data will come into force, aimed at increasing the protection of personal data of citizens from unauthorised access by an unlimited number of persons, as well as strengthening state control in this area.
One of the main amendments is that a notification on the processing of personal data will now have to be submitted to Roskomnadzor in almost all cases of personal data processing.

EUROBOND HOLDERS FROM UNFRIENDLY COUNTRIES WILL BE ABLE TO FOREIGN CURRENCY ON THE DOMESTIC FOREIGN EXCHANGE MARKET OF RUSSIA
Holders of Eurobonds that are entities originating from unfriendly states are allowed to purchase foreign currency at the domestic foreign exchange market of the Russian Federation in an amount equivalent to the amount of funds received on Eurobonds from the Russian Ministry of Finance. The currency to be purchased at the exchange rate of the Bank of Russia as of the date of purchase.

MINISTRY OF FINANCE ANNOUNCED A CHANGE IN FSBU 25/2018 "LEASE ACCOUNTING"
Amendments to FSBU 25/2018 "Lease Accounting" entered into force on August 7, 2022. It is clarified that if the subject of the lease, by the nature of use, belongs to the group of fixed assets for which a decision was made to revaluate, then the lessee is entitled to decide on revaluation of the right of use of the asset. Lease payments do not include refundable and non-refundable VAT paid both by the lessee and the lessor.

LIST OF PROGRAMS FOR MANDATORY PRE-INSTALLATION ON SMARTPHONES, TABLETS, COMPUTERS AND TVS IN 2023 HAS BEEN DETERMINED
The Government of the Russian Federation approved a list of programs for electronic data processing machines, the countries of origin of which are the Russian Federation or other member states of the Eurasian Economic Union, which must be pre-installed on certain types of technically sophisticated items (smartphones, tablets, stationary and portable computers, system units with an operating system, TVs with a digital control unit) in 2023.
The list of pre-installed software additionally includes the 2GIS navigation system and the e-book reader Litres: read and listen. And in the list of programs pre-installed on TVs - a program for accessing social networks Rutube. There are some other changes.
The Yandex search engine is approved as the default search engine.

RURAL MORTGAGE PROGRAM BECOMES OPEN-ENDED
The rules for subsidising banks and JSC DOM.RF are clarified in order to compensate for lost income on issued housing (mortgage) loans for purchase (construction) of rural housing at a reduced rate. 
Provisions concerning the period of implementation of the Rural Mortgage program have been excluded. The list of purposes for which a preferential credit (loan) is provided has been expanded.

FULFILLMENT OF OBLIGATIONS UNDER EUROBONDS: THE CENTRAL BANK HAS DETERMINED THE MODE OF THE ROUBLE ACCOUNT OF TYPE "D"
The President established a temporary procedure for fulfillment of obligations under Eurobonds. For this, Russian debtors are entitled, on the basis of an appropriate permit, to open a type "D" account with a Russian bank in the name of a Eurobond holder that is non-resident or resident, whose rights are taken into account by a foreign depository. Upon the consent of the Eurobond holder, payments in roubles will be credited to it. 
The Central Bank has determined the mode of such account. Thus, funds paid to non-residents and residents, or erroneously debited from a type D account, may be credited to an account of type "D".

ON AUGUST 15, 2022, AUTOMATIC CONVERSION OF DEPOSITORY RECEIPTS STARTED
Russian issuers must notify a depository where the shares for which the receipts are issued no later than August 19, 2022, of the launch of such process. 
The Central Bank of the Russian Federation recalled that in April 2022, the law obliged Russian issuers to terminate depositary receipt programs and convert them into shares. 
However, due to sanction restrictions, difficulties arose with implementation of such procedures. Automatic conversion allows investors to obtain shares instead of receipts, bypassing the foreign accounting infrastructure.

ON THE CURRENCY CONTROL OF THE AUTHORISED BANK OVER THE OPERATIONS OF CLIENTS
Currently, there is a ban for residents on the transfer of foreign currency received in the form of dividends on shares of Russian joint stock companies to accounts opened with foreign banks and other organisations of the financial market. 
In this regard, when a resident transfers money in foreign currency from his/her account in an authorised bank to accounts in foreign banks, the authorised bank, on the basis of the information provided by the resident, must verify whether the transferred funds are money received in the form of payment of dividends on shares of Russian joint stock companies, or not.

From September 1, 2022, two important stages of labelling dairy products are being started, according to which all participants in the dairy industry must transmit information on the acceptance of goods to the Chestny Znak labelling system through electronic document management operators, and retail stores must transmit information on the sale of such products through cash registers.

RUSSIA HAS LIMITED THE EXIT OF LARGE FOREIGN INVESTORS FROM MINING AND ENERGY PROJECTS
Until the end of 2022, the President banned transactions with shares, stakes (contributions), rights and liabilities under production sharing agreements, joint venture agreements, agreements under which investment projects are implemented in Russia if securities, shares (contributions), rights and liabilities are owned by foreign persons related to the foreign states taking unfriendly actions or the persons controlled by said foreign persons. The prohibition shall be applicable to transactions in relation to:
- strategic joint stock companies and companies controlled by them;
- the Sakhalin-1 project and the Kharyaginskoye field;
- manufacturers of equipment for organisations of the fuel and energy complex, heat and power industry, oil refineries;
- Russian credit institutions, the list of which will be determined;
- some individual subsoil users.

BANKS ARE ALLOWED TO SUSPEND OPERATIONS WITH FOREIGN CURRENCY ACCOUNTS IF THEIR OWN FOREIGN ACCOUNTS ARE BLOCKED
The RF President established a temporary procedure for fulfilling obligations on foreign currency accounts (deposits) and on Eurobonds. 
In particular, in case of blocking foreign currency accounts of Russian banks, they are allowed to do the following: 
- to suspend operations on accounts (deposits) of clients that are organisations and individual businessmen in the currency to which banks have lost access until sanctions are lifted; 
- to transfer to the client the right to claim on his own blocked account in a foreign bank.

ACCESS TO EXCHANGE TRADING IS OPENED, BUT NOT FOR EVERYONE
Non-residents from friendly countries and foreign companies whose ultimate beneficiaries are Russian legal entities or individuals can trade on the Moscow Exchange from August 8, 2022. 
For obtaining access to trading, professional participants should check which country the foreign client is a resident of. Responsibility for reliable identification of non-residents will be borne by brokers and management companies.

THE BANK OF RUSSIA HAS EXTENDED RESTRICTIONS ON FOREIGN CURRENCY CASH WITHDRAWALS FOR ANOTHER 6 MONTHS, UNTIL MARCH 9, 2023
The limit equal to 10,000 US dollars or the same amount in euros, valid until September 9, 2022, for withdrawing cash foreign currency from a foreign currency account or deposit remains. 
Citizens that have not yet had time to take advantage of this opportunity from March 9, 2022 can withdraw only money in foreign currency that was credited to an account or deposit before March 9, 2022. The remaining funds can still be received in roubles at the market rate on the day of withdrawal. 
Until March 9, 2023, restrictions on purchase of foreign currency will remain in force: banks can sell to citizens only euros and US dollars that entered to their cash desks after April 9, 2022.

DECISION ON THE ESTABLISHMENT OF THE STATE-RUN NON-PROFIT COMPANY "ROSKADASTR" IS SIGNED
The company is created in accordance with the Federal Law through the reorganisation of Rostechinventarisation - Federal BTI JSC, the Federal State Budgetary Institution "Federal Scientific and Technical Center for Geodesy, Cartography and Spatial Data Infrastructure", and the Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography. 
It is established that from the date of state registration, "Roskadastr" is entitled to carry out activities of the mentioned federal institutions and the joint-stock company.

AMENDMENTS HAVE BEEN MADE TO THE FAMILY CODE OF THE RUSSIAN FEDERATION, ALLOWING HEIRS TO CHALLENGE THE RECORD OF PATERNITY IN COURT
Item 1 of Article 52 of the Family Code of the Russian Federation defines a list of persons who have the right to challenge in court the entry about the father (mother) of the child in the birth register, made in the case when the parents are not in a marriage.
This list has been amended. According to the amendments, this right is vested in the heir of the person recorded as the father of the child.

THE KEY RATE HAS BEEN REDUCED TO 8% PER ANNUM
On July 22, 2022, the Bank of Russia decided to lower the key rate by 150 basic points. up to 8% per annum.
Following the meeting, the Bank of Russia published a medium-term forecast.
According to the forecast of the Central Bank of the Russian Federation, annual inflation will decrease to 12-15% in 2022, to 5-7% in 2023 and decrease to 4% in 2024.

AMENDMENTS ARE MADE TO FSBU 25/2018 “ACCOUNTING FOR RENT”’
The amendments provide for the following: 
- lease payments will include payments stipulated by the lease agreement, net of VAT;
- if the subject of the lease, by the nature of its use, belongs to the group of fixed assets for which a lessee has made a decision on revaluation, the lessee may revalue the corresponding right to use the asset. Thus, the lessee is entitled to decide whether to revalue the corresponding right to use the asset or not. 
It is clarified that the standard does not apply to public sector organisations.

CURRENCY PENALTIES ARE REDUCED
The President signed a law introducing amendments to Article 15.25 of the Code of Administrative Offences of the Russian Federation, establishing liability for violation of currency legislation.
The article excludes the mention of professional participants in foreign economic activity. Penalties for illegal foreign exchange transactions have been reduced for all participants in foreign economic activity.

BRANCHES OF FOREIGN COMPANIES THAT ARE DEVELOPERS OF SUBSOIL RESOURCES AND OWNERS OF GAS TRANSMISSION INFRASTRUCTURE CAN BE FORCIBLY TRANSFORMED INTO RUSSIAN LLCs
Laws on foreign investments, on privatisation, on registration of legal entities, on concession agreements have been adjusted. 
It is possible to forcibly transform branches of foreign companies that are developers of subsoil resources and owners of gas transmission infrastructure into limited liability companies by decision of the arbitration court. 
This is about branches with at least 25% of the shares of Russian owners. During the transformation, the rights of foreign owners are preserved but may be limited if they interfere with the operation of the limited liability companies.

EXPORTERS OF NON-RESOURCE GOODS EXEMPTED FROM MANDATORY REPATRIATION OF FOREIGN EXCHANGE EARNINGS
Exporters exempted from mandatory repatriation of foreign exchange earnings. They are allowed to transfer foreign currency received from non-residents under foreign trade agreements to their accounts opened in foreign banks, the prohibition of which is established by Decree of the President of the Russian Federation No. 79 of February 28, 2022.
The exception is persons supplying raw materials (oil, gas, fish, salt, sulphur, graphite, asbestos, ore, ferrous and basic non-ferrous scrap waste, pearls, wood, etc.). They must repatriate the proceeds within 120 business days of being credited to the foreign account.

FROM DECEMBER 1, 2022, PROVIDERS OF LEGAL AND ACCOUNTING SERVICES, AS WELL AS LAWYERS AND NOTARIES MUST REPORT FREEZING OF CLIENTS' ASSETS
Starting from December 1, 2022, the obligation to provide Rosfinmonitoring with information on measures to freeze (block) funds or another property taken in accordance with subitem 6 of item 1 of article 7 of the anti-money laundering law becomes applicable, inter alia, to lawyers, notaries, trustees (managers) of a foreign structure without forming a legal entity, executive bodies of a personal fund that has the status of an international one (except for an international inheritance fund), as well as to persons engaged in entrepreneurial activities in the field of providing legal or accounting services. The procedure for reporting the relevant information will be determined by the Government of the Russian Federation.

FROM JULY 1, 2022, THE MONTHLY LIMIT FOR TRANSFERS OF FUNDS ABROAD FOR INDIVIDUALS IS INCREASED UP TO $1 MILLION
It is reported that from July 1, 2022, individuals that are Russian residents are entitled to transfer within a calendar month from their account in a Russian bank to their account abroad or to another person no more than one million US dollars, or an equivalent amount in another foreign currency. 
A similar threshold is set for transfers of resident individuals originating from friendly states.

RULES FOR RESIDENTS ARE RELAXED - WITH RESPECT TO CONTRIBUTIONS TO THE PROPERTY OF FOREIGN COMPANIES
 
From June 1, 2022, residents are entitled, without obtaining individual permissions from the Central Bank of the Russian Federation, to pay for shares, deposits, shares in the property of non-residents, as well as under simple partnership agreements, if such payment is made: 
- in roubles or the currency of a friendly state; 
- or in the currency of an unfriendly state in the amount of not more than 15 million roubles. 
Previously, such transactions were possible without obtaining an individual permit from the Bank of Russia when depositing funds in favour of residents only from friendly countries in the currency of a friendly state or in roubles in the amount of no more than 10 million roubles.

THE FEDERAL TAX SERVICE REMINDS THAT AUTOMATED "SIMPLIFIED TAXATION" STARTS ON JULY 1, 2022
From July 1, 2022, in Moscow, the Moscow region, Kaluga region and in the Republic of Tatarstan, an experiment will start to introduce a new special taxation regime "Automated Simplified Taxation System" (also known as AUTS). For the convenience of taxpayers, a promo page has been launched on the website of the Federal Tax Service, in order to help in understanding nuances of applying this regime. 
Organisations and individual businessmen, whose number of employees is not more than 5 people and whose annual income is less than 60 million roubles, will be able to apply it.

FROM JUNE 29, 2022, DOCUMENTS FOR REGISTRATION OF RIGHTS TO REAL ESTATE AND CADASTRAL REGISTRATION SHOULD BE SUBMITTED ONLY IN PERSON OR IN ELECTRONIC FORM, BUT NOT BY MAIL
Amendments to the Law on State Registration of Real Estate exclude postal items from the number of ways to send an application for registration of rights or cadastral registration. Thus, the corresponding documents should be submitted only in person to a subdivision of the Federal Cadastral Chamber of Rosreyestr or to a multifunction center, or sent in electronic form signed with an enhanced certified digital signature (including through the public services portal).

PHARMACY-SOLD ASSORTMENT IS PROPOSED TO BE EXPANDED
A draft amendment to the Law on the Circulation of Medicines has been submitted to the State Duma, aimed at increasing the range of products authorised for release in pharmacies. 
In particular, it is proposed to allow pharmacies to sell orthopaedic products, hosiery and clothing, household chemicals (only antimicrobial), lemonades and non-alcoholic beer, healthy food and sports equipment.

EXPORTERS CAN RETAIN UNSOLD FOREIGN EXCHANGE EARNINGS CREDITED UNTIL JUNE 9, 2022
In connection with the amendments introduced by Decree of the President of the Russian Federation No. 360 of June 9. 2022 the mandatory sale of foreign exchange earnings under foreign trade contracts with non-residents is not carried out from June 10, 2022.
The Bank of Russia clarified that this also applies to revenue credited to accounts with authorised banks from February 28 to June 9, 2022 and not sold. The clarification applies from June 27, 2022.

AMENDMENTS TO THE SUBSOIL LAW: SUBSOIL PLOTS IN THE MURMANSK REGION AND KARELIA WILL BE PROVIDED FOR GEOLOGICAL STUDY FOR UP TO 7 YEARS, AND ACCESS TO RUSSIAN SUBSOIL WILL BE BLOCKED FOR FOREIGNERS

The amendments specify in which regions subsoil plots are provided for use for geological study of subsoil for a period of up to 7 years. Additionally, the Murmansk Region and certain territories of the Republic of Karelia, classified as the land territories of the Arctic zone, are included.

Users of Russian subsoil can only be legal entities established under Russian law or individual entrepreneurs who are citizens of Russia, unless otherwise provided by federal laws. The right to use subsoil shall be terminated ahead of schedule if the conditions for the mandatory transfer of the right to use subsoil plots and re-issuance of a licence are not met.
The created Russian legal entity must apply for licence renewal. An agreement shall be concluded between foreign and Russian companies on the transfer of property or property rights on a reimbursable basis for conducting activities.

PARALLEL IMPORTS IS LEGALISED

It is not considered a violation of the exclusive right to the results of intellectual activity, or means of individualisation, the use of results of intellectual activity expressed in certain goods, as well as means of individualisation with which such goods are marked. This concerns foreign goods that are allowed to be imported into Russia without the consent of the right holders, the list of which is established by the RF Ministry of Industry and Trade.

INVESTORS WILL OBTAIN TAX DEDUCTIONS

The Tax Code of the Russian Federation is supplemented with a new Chapter providing for tax deductions for participants in investment protection and promotion agreements (IPPAs) concluded after June 1, 2022. Deductions will be provided only for those agreements one of the parties to which is the Russian Federation. 

Such deduction allows an IPPA participant to reduce the amounts of taxes payable to the budget and advance payments on them by the actual costs subject to reimbursement.

AMENDMENTS TO THE CIVIL CODE: TRADEMARKS MAY BE REGISTERED FOR SELF-EMPLOYED PERSONS

Trademarks may be registered in the name of citizens, including those that are self-employed. RUSSIAN APPLICANTS MAY DESIGNATE CHINA IN INTERNATIONAL DESIGN APPLICATIONS
China deposited instrument of accession to the Geneva Act of the Hague Agreement. 
In this regard, Russian applicants may designate China in international applications for registration of industrial designs starting from May 5, 2022. 
Applicants applying through the China Intellectual Property Office can apply for industrial design protection in Russia and the other 93 countries participating in the Hague System.

According to the amendments to the Tax Code, hotels can apply a zero VAT rate for accommodation services.

SWITCHING TO VIRTUAL OBLIGATORY MEDICAL INSURANCE (OMI) POLICIES

 From July 1, "digital" amendments to the Law on Compulsory Medical Insurance come into force.

OMI policies will no longer be policies in the usual (for the patient) sense. In fact, the policy is now the number of the insured in the unified (nationwide) register of insured persons. The patient, by default, has only a barcode from the public services portal but he/she has the right to receive a material media bearing the personal data. But when contacting a doctor, you can present not a policy at all, but a passport or birth certificate (by the way, information on the legal representatives of the child should appear in the children's policy).

MANDATORY SALE OF FOREIGN EXCHANGE EARNINGS BY EXPORTERS HAS BEEN CANCELLED
In connection with amendments to Decree of the President of the Russian Federation No. 79 of June 9, 2022 the subcommittee of the Government Commission for Control of Foreign Investments in Russia decided to cancel the requirement for exporters to sell 50% of foreign exchange earnings. The decision concerns both raw and non-commodity exports and applies to export contracts in any foreign currency. This Decision entered into force on June 10, 2022.

HOW TO ORGANISE PRODUCTION OF MEDICINES IN RUSSIA WITHOUT THE CONSENT OF THE PATENT HOLDER FOR DELIVERY TO OTHER COUNTRIES IN ORDER TO COMBAT EPIDEMICS?
In accordance with an international agreement, WTO member states with insufficient drug production capacity may apply in emergency situations for assistance in providing necessary drugs to other WTO members. 
The latter are entitled to issue compulsory licenses for production of medicines for the subsequent export. 
Being guided by this, the RF Government has established the following: 
- grounds or making a decision to use an invention for production of a drug for export in Russia without the consent of the patent holder; 
- how the term of validity for such decisions is determined and how patent holders are notified thereof.

THE RF CENTRAL BANK CONSIDERS THE UNILATERAL INTRODUCTION OF FEES FOR SERVICING DEPOSITS OR ACCOUNTS OF CITIZENS UNACCEPTABLE
In connection with the identification of practices of unilateral increase and establishment by credit institutions of commission fees for transactions under bank account or bank deposit agreements, including in foreign currency, the Bank of Russia draws the attention of credit institutions to the inadmissibility of:
- inclusion of provisions in the relevant agreements on the right of a credit institution to unilaterally increase or establish commission fees for transactions;
- charging these commission fees to apply new tariffs without the consent of the client.

PERSONS WITH CONVICTIONS FOR SERIOUS CRIMES WILL NOT BE ABLE TO REGISTER AS AN INDIVIDUAL ENTREPRENEUR FOR TRANSPORTATION OF PASSENGERS
Starting from March 1, 2023, persons that have an unexpunged or outstanding conviction for certain crimes, as well as those that are defendants in relevant criminal cases, will not be able to obtain the status of an individual entrepreneur to carry out activities in the field of transporting passengers and luggage by passenger taxis, buses, trams, trolleybuses and rolling stock of off-street transport.

RESIDENTS WERE ALLOWED TO CREDIT FOREIGN EXCHANGE EARNINGS TO FOREIGN ACCOUNTS
From June 6, 2022, residents have the right to credit their accounts opened with foreign banks with foreign exchange earnings received from non-residents under foreign trade agreements (contracts) providing for the transfer of goods to non-residents, the provision of services, the performance of work, the results of intellectual activity, including exclusive rights to them. This is possible subject to the repatriation of funds to the Russian Federation within 120 days and the further sale of export earnings in the amount determined by Decree No. 79.

From June 8, Russian residents (natural persons) have the right to transfer no more than 150 thousand US dollars or the equivalent in another foreign currency from their accounts in Russian banks to their accounts abroad or to another person within a calendar month. The same amount can be transferred to foreign accounts by non-residents (natural persons) from friendly countries. Previously, the limit was 50 thousand US dollars.

LAWYERS FROM UNFRIENDLY COUNTRIES WILL NOT BE ABLE TO OPERATE IN RUSSIA
Amendments have been made to the Administrative Regulations for provision by the Ministry of Justice of Russia of a state service for maintaining a register of lawyers from foreign countries practicing law in the Russian Federation. 
From June 14, 2022, lawyers from a foreign state may provide legal assistance on the territory of the Russian Federation only on issues of the law of this foreign state.

FROM SEPTEMBER 1, 2022, TOUR OPERATORS WILL BE REQUIRED TO TRANSFER TO THE UNIFIED INFORMATION SYSTEM (EIS) OF ELECTRONIC VOUCHERS INFORMATION ON ALL CONCLUDED AGREEMENTS
The law on tourism activities is supplemented with a provision that prohibits the sale of a tourist product without the transfer by the tour operator of the information contained in the contract with a tourist to the unified information system of electronic vouchers. This ban will not apply to organisations that provide excursion services in Russia for no more than 24 hours in a row, as well as to state (municipal) unitary enterprises and institutions that organise travelling in Russia for social purposes.

THE BANK OF RUSSIA EXTENDED THE TERM FOR THE SALE OF FOREIGN EXCHANGE EARNINGS BY EXPORTERS TO 120 BUSINESS DAYS
Exporters shall be entitled to carry out the mandatory sale of foreign currency credited to their accounts with authorised banks in the amount established by Decree of the President of the Russian Federation No. 79, no later than 120 business days from the date of its crediting to transit currency accounts in authorised banks.
The decision shall be valid in relation to the received foreign currency, for which the mandatory sale was not carried out, regardless of the date of its crediting to the resident's account in the authorised bank.
Previously, the term for the sale of currency was increased from 3 to 60 business days.

FROM SEPTEMBER 1, 2022 - A NEW PROCEDURE FOR ADMISSION TO WORK WITH DRUGS, PSYCHOTROPIC SUBSTANCES AND THEIR PRECURSORS
The Government has determined a new procedure for admission to work with narcotic drugs and psychotropic substances, as well as to activities related to circulation of their precursors. 
In general, the procedure for admission to work has not undergone significant changes. To obtain the necessary certificates, a person hired shall be sent to a medical institution for a "medical examination". 
As opposed to the current procedure, referral to a mandatory psychiatric examination is not envisaged in the new admission procedure.

The Code of Administrative Offences of the Russian Federation has been supplemented with new provisions establishing responsibility for refusing to conclude, execute, amend or terminate an agreement with a consumer due to his refusal to provide personal data (except for cases when provision of personal data is mandatory in accordance with the law). 
The amendments will come into force on September 1, 2022.

RULES FOR MAINTAINING A REGISTER OF CARBON UNITS APPEARED
At the end of 2021, the Law on Limiting Greenhouse Gas Emissions came into force, which provides for a new category of property rights - a carbon unit. This means the verified result of implementation of the climate project, expressed in the mass of greenhouse gases equivalent to 1 ton of carbon dioxide. Maintenance of the register of carbon units is provided. 
The content of the registry is defined. Issues concerning certain transactions have been settled, among which are issuance of carbon units, the opening of an account for them, and registration of a climate project. Functions of the registry operator are established.

The Constitutional Court of the Russian Federation adopted a resolution on calculation of the period during which an administrative penalty may be imposed on an offending person. 
Until the relevant amendments made into the Code of Administrative Offences of the Russian Federation, the statute of limitations for holding liable in accordance with Part 1 of Art. 4.5 must be calculated starting from the date when the administrative offence is committed.

THE MINISTRY OF LABOUR HAS REDEFINED WHICH FOREIGN QUALIFIED SPECIALISTS CAN OBTAIN RUSSIAN CITIZENSHIP UNDER A SIMPLIFIED PROCEDURE
The Ministry of Labour has updated the list of professions of foreigners who are qualified specialists eligible for admission to Russian citizenship in a simplified procedure. 
The new list includes more than 170 specialties and is formed in the following areas of activity: medicine, pharmaceuticals, education, geology and exploration of mineral resources, nuclear energy, journalism, construction, agriculture, etc.
Foreigners living in our country who have worked in Russia in a profession included in the list for at least one year can obtain Russian citizenship in a simplified procedure without complying with the condition of a 5-year period of residence in the country.

RULES FOR THE OPERATION OF THE DIGITAL PLATFORM "WORKING IN RUSSIA" CAME INTO FORCE
In pursuance of Law No. 219-FZ, the Government of the Russian Federation approved the rules for the operation of a unified digital platform.
The unified digital platform (trudvsem.ru) is a federal state information system. To gain access to the unified digital platform, you must go through the registration procedure.
Through the unified digital platform, employers can implement the following functions.
1. To carry out electronic document management in relations with employees.
2. To post information about yourself and vacancies.
3. To post information necessary for the implementation of activities for vocational rehabilitation and promotion of employment of disabled people, information on the decision to liquidate the organisation or terminate the activities of the individual entrepreneur, reduce the number or staff of employees, etc.

NEW MANDATORY RESERVE REQUIREMENTS FOR CREDIT INSTITUTIONS COME INTO EFFECT ON MAY 1, 2022
From May 1, 2022, mandatory reserve ratios and their averaging coefficients will be established for banks with universal or basic licences and for non-bank credit organisations.
The ratios shall be applied starting from the regulation of the amount of reserves for May 2022.
The averaging coefficients are also determined when adjusting the size of reserves with recalculation on reserves deposited in the account for accounting reserves. Starting from the averaging period from June 15 to July 12, 2022, banks calculate the average value of reserves with a coefficient of 0.9, non-profit organisations - with a coefficient of 1.

CONSUMERS MUST BE PROTECTED FROM UNREASONABLE COLLECTION OF PERSONAL DATA
The Law provides for an extra consumer protection. 
First, sellers are prohibited from refusing to enter into, perform, modify or terminate a contract due to a consumer's refusal to provide their personal data (except for the cases when obligation to provide such data is provided for by the legislation). 
Secondly, a list of unacceptable terms of a contract that infringe on consumer’s rights is established. These include, in particular, the following conditions: 
- limiting the right of the consumer to freely choose the territorial jurisdiction of disputes; 
- providing additional services for a fee without the consent of the consumer; 
- restricting the consumer's right to choose the method and form of payment for goods; 
- reducing the amount of the legal penalty; 
- establishing a mandatory pre-trial procedure for resolving disputes, if it is not provided for by law.

RUSSIAN LLC WILL PAY INCOMINGS TO FOREIGNERS IN ROUBLES
A temporary procedure is established for fulfillment of obligations to pay profits of LLCs, business partnerships, production cooperatives to foreign participants originating from the hostile countries. 
Payments may be obtained through “C” type accounts in rouble equivalent at the rate of the Central Bank as of the day of payment. This rule is general. The RF Central Bank may provide exceptions for certain banks and non-credit financial organisations, while the Ministry of Finance may provide such exceptions for other residents.

THE RF GOVERNMENT WILL SUPPORT INVESTORS IMPLEMENTING PROJECTS IN THE AREA OF WASTE MANAGEMENT
The rules for compensating banks for lost income in 2022 on soft loans for investment projects in the area of waste management are approved. This refers to projects financed by the Russian environmental operator in 2021-2022 but no later than November 1, 2022. Project screenings will be carried out by the Ministry of Natural Resources. BANKS ARE BANNED FROM TRANSFERRING CUSTOMER INFORMATION TO FOREIGN COUNTRIES

THE BANK OF RUSSIA EXTENDED MEASURES TO EASE FOREIGN EXCHANGE CONTROLS FOR ALL EXPORTERS
The Bank of Russia, in the context of the stabilization of the situation in the foreign exchange market, decided to further soften the requirements for the mandatory sale of foreign currency by exporters.
All exporters are entitled to carry out the mandatory sale of foreign currency credited starting from April 19, 2022 to their accounts in authorised banks, no later than 60 working days from the date of its crediting to transit currency accounts in authorised banks.

LAW ON ANTI-SANCTION MEASURES IN THE AREA OF TRANSPORTATION IS SIGNED
In particular, the amendments allow heavy vehicles carrying out international road transport to travel on roads without a special permit, if the mass of such a vehicle (with or without cargo) does not exceed by more than 10% the permissible mass of the vehicle (previously, the value 2%).
The possibility of multiple use of containers for internal transportation across the territory of Russia imported into the Russian Federation before April 15, 2022 and thereafter on railway vehicles, sea vessels or inland waterway vessels under the customs procedure of temporary importation has also been established. Such multiple use of containers will be possible within the validity period of temporary importation.
In the area of regular bus transportation, it is planned to reduce the period for consideration of carriers' applications for changing interregional routes from 45 to 10 days.

On April 27, 2022, a rule comes into force, providing that Russian issuers, depositary receipts for whose shares are traded on foreign exchanges, must ensure termination of the corresponding depositary programs.

THE BANK OF RUSSIA INFORMS OF ADDITIONAL MEASURES TO SUPPORT THE FINANCIAL SECTOR
Increased risk ratios will not be applied, when calculating the mandatory ratios of banks, to credit claims arising as a result of the financing by banks, before January 1, 2023, of transactions related to the repurchase of shares by Russian residents from non-residents, if there is the relevant permission obtained from the Government Commission for Control over foreign investment. 
Transactions aimed at financing acquisition of shares in financial companies will not be deducted from the capital of credit institutions. There will be an opportunity to postpone formation of reserves for possible losses with respect to assets blocked amid sanctions.

The total limit is USD 10,000 or its equivalent in euros and is valid until September 9. Funds over the limit can still be received in roubles.

FROM APRIL 1, 2022, THE BANK OF RUSSIA UPDATES THE MANDATORY RESERVE REQUIREMENTS
From April 1, 2022, the Central Bank updates the mandatory reserve requirements and ratios for calculating the reserve liabilities of credit institutions. 
Reserve ratios for banks with a universal license and non-bank credit institutions are fixed as 2%, for banks with a basic licence - as 1% for liabilities in roubles and 2% for liabilities in foreign currency. 
The former mandatory reserve requirements are no longer valid from April 1, 2022. When regulating the amount of required reserves for March, the previous rules and ratios shall be applied.

RUSSIAN CITIZENS WILL BE ABLE TO PERFORM REAL ESTATE TRANSACTIONS WITH NON-RESIDENTS
Russian citizens will be able to perform real estate purchase and sale transactions with non-residents. 
On March 17, 2022, the Sub-commission of the Governmental Commission for the Control of Foreign Investments considered appeals from individuals concerning real estate transactions. 
Residents are allowed to sell real estate to non-residents associated with states that commit unfriendly actions against Russian legal entities and individuals. Residents are also to purchase real estate from non-residents associated with hostile states. 
However, funds for such transactions must be credited to the account of type "C" in the procedure determined by the Presidential Decree No. 95 of March 5, 2022.

THE PRESIDENT SIGNED LAWS ON RESPONSIBILITY FOR FAKES CONCERNING ACTIVITIES OF STATE BODIES OF THE RUSSIAN FEDERATION ABROAD
Amendments into the RF Criminal Code and also into the RF Code of Administrative Offences are made. From April 5, 2022, criminal liability is introduced for public actions aimed at discrediting governmental bodies of the Russian Federation when performing their authorities outside the Russian Federation. 
Starting from the same date, administrative liability is also envisaged for public actions aimed at discrediting governmental bodies of the Russian Federation when performing their authorities outside the Russian Federation, if such actions do not contain signs of a criminally punishable act.

RELIEF MEASURES ARE ENVISAGED IN REGULATION OF IMPORTATION OF GOODS ONTO THE TERRITORY OF RUSSIA
Certain relief measures are envisaged in regulation of importation of goods onto the territory of Russia and the customs territory of the EAEU: 
- for 6 years, the right to import multicomponent goods is provided for several foreign economic transactions; 
- obligation to pay customs duties and taxes by participants in foreign economic activity that carry out such activities for less than a year, is eliminated; 
- FEA participants that have paid a cash deposit upon release of goods are exempted from paying penalties, if a customs authority charges additional payments upon the results of customs examination.

The Subcommittee of the Government Commission for the Control of Foreign Investments in Russia takes decisions on the issuance of permits for transactions of residents with foreign persons of unfriendly states, as well as for foreign exchange transactions. 
Permit applications are submitted to the Ministry of Finance. 
A list of transactions on which the Subcommittee has the right to take decisions is given.
Federal executive authorities and the Bank of Russia can also apply to the Ministry of Finance for issuing permits to residents. In this case, applications and documents are submitted to the relevant authority and (or) the Bank of Russia.

THE PRESIDENT SIGNED A DECREE ON MEASURES TO SUPPORT THE IT INDUSTRY
The Decree of the President of the Russian Federation was published, instructing the Council of Ministers to ensure the provision of soft loans to accredited IT organisations at a rate of up to 3% for current activities and for new projects; to amend the legislation providing for the exemption of such organisations from income tax and from inspections by control authorities (including tax authorities and currency regulation authorities), as well as a number of other benefits.
In addition, the Government of the Russian Federation should provide for the allocation of funds to increase the wages of employees of IT companies, as well as to improve the living conditions of certain categories of workers.
Employees of IT organisations will be granted a deferment from military service until they reach the age of 27 (for the period of work in these organisations). The categories of such employees and the rules for granting deferrals will be determined by the Government of the Russian Federation.

In early March, the President of the Russian Federation signed new laws. FOR THE NEXT SIX MONTHS, THE BANK OF RUSSIA HAS ESTABLISHED A SPECIAL PROCEDURE FOR OPERATIONS WITH FOREIGN CASH
From March 9 to September 9, 2022:
- All funds of individual clients on foreign currency accounts or deposits are saved and accounted for in the deposit currency. Deposit conditions do not change.
- The client can withdraw up to 10 thousand US dollars in cash (regardless of the currency of the account), and the rest of the funds - in roubles at the market rate on the day of issue.
- Citizens will be able to open new foreign currency accounts and deposits, but it will be possible to withdraw funds from them in roubles at the market rate on the day of issue.

ON MARCH 1, 2022, PROVISIONS OF THE CIVIL CODE OF THE RUSSIAN FEDERATION ON PERSONAL FUNDS WILL COME INTO FORCE
Since September 2018, provisions have appeared in the Civil Code of the Russian Federation providing for possibility of establishing inheritance funds. Such fund may be created in pursuance of the will of a citizen and on the basis of his property. On March 1, 2022, a law will come into force, which, instead of these norms, introduces new ones - on personal funds, which may be either intention, or hereditary. A new concept will also appear in the Civil Code - "publicly useful funds".

THE RF MINISTRY OF FINANCE HAS REVEALED THE DETAILS OF THE DRAFT LAW, SUBMITTED TO THE GOVERNMENT, ON THE REGULATION OF CRYPTOCURRENCIES
It is reported that last week the Ministry of Finance of Russia submitted to the Government of the Russian Federation a draft law on the regulation of cryptocurrencies.
Among the key provisions of the draft law are, in particular, the following:
- The use of digital currencies as a payment instrument on the territory of the Russian Federation will continue to be prohibited. Digital currencies are considered solely as an investment tool.
- Exchanges and operators that can carry out the organisation of the circulation of digital currencies will be included in a special register. The activities of such companies will be licensed. Foreign cryptocurrency exchanges will have to register in Russia to obtain a licence.

New form, format and procedure for filling out the declaration on excise taxes on gasoline, diesel fuel, motor oils for diesel and injection engines, straight-run gasoline, medium oils, benzene, paraxylene, orthoxylene, aviation kerosene, natural gas, ethane, liquefied hydrocarbon gases, liquid steel, passenger cars and motorcycles.
This is due to the classification of ethane, liquefied hydrocarbon gases and liquid steel as excisable goods.

THE MINISTRY OF EDUCATION PLANS TO SIMPLIFY THE PROCEDURE FOR SUBMITTING DOCUMENTS TO KINDERGARTENS
The RF Ministry of Education has prepared amendments to Article 98 of the Law on Education, which should simplify submission of documents to kindergartens, with no need for parents to collect additional documents in paper form. 
The bill provides that from September 1, 2022, the regional information systems will process, in terms of personal data, not details of the birth certificates, but information on the state registration of birth.

CHANGES-2022 IN THE LIST OF PROFESSIONS FOR THE ALTERNATIVE SERVICE
The RF Ministry of Labour plans to update the list of professions for the alternative (unarmed) service, as well as the list of organisations where persons may do their alternative service. The document is available for public comments. 
Compared to the last year's list, the list-2022 will include 30 new positions of employees, and also 11 workers’ professions.

KEY RATE INCREASED TO 9.5% PER ANNUM
On February 11, 2022, the Bank of Russia decided to raise the key rate again by 100 bp. up to 9.5% per annum. 
This is due to the increase in annual inflation. According to the Bank of Russia, the annual inflation will go down to 5.0-6.0% in 2022 and return to the target in the middle of 2023, considering the current monetary policy. Later, the annual inflation will stay near 4%.

Tax authorities have the right to process personal data without the consent of taxpayers.

THE DEADLINE FOR LAWYERS, NOTARIES AND LEGAL SERVICE PROVIDERS TO BRING THE ICR IN LINE WITH THE NEW REQUIREMENTS EXPIRES

PREFERENTIAL VAT ON MEDICAL DEVICES: RUSSIAN REGISTRATION CERTIFICATES SHALL BE VALID INDEFINITELY
The RF Government has adjusted the lists of codes for medical products subject to VAT at a tax rate of 10% when imported and sold in the Russian Federation. It was clarified that Russian registration certificates for medical devices are used for the purpose of applying a reduced rate without a time limit. Previously, it was established that they are accepted only until the end of 2021 due to the transition to EAEU certificates. 
Similarly, the list of medical goods, import and sales of which in Russia shall not be subject to VAT, has been clarified.

THE BANK OF RUSSIA HAS DEVELOPED A TABLE FORMAT TO REFLECT THE MOST SIGNIFICANT TERMS OF BANK DEPOSIT AGREEMENTS
From July 3, 2022, banks in bank deposit agreements with individuals concluded after this date must indicate the main terms of the deposit in a table placed on the first page of the agreement and made in a clear, well-read font of the maximum size used in the agreement. 
The first page of the agreement must also disclose the value of the minimum guaranteed rate on the deposit, which determines the minimum income that is paid by the credit institution on the amount of the deposit, provided that the funds are kept until the deposit expires, without taking into account the conditions that entail a change in its profitability.

Teens over the age of 14 will be able to register on their own on the Public Services Portal. To do this, they will need to provide their passport details, SNILS, mobile phone number and email address.

THE NORM OF THE FEDERAL ACCOUNTING STANDARD FSBU 27/2021 ON THE STORAGE OF DOCUMENTS IN RUSSIA IS MANDATORY FROM 2024
The new standard FSBU 27/2021, which entered into force on January 1, 2022, contains a requirement to store accounting documents, as well as the data contained in such documents, and place the databases of these data on the territory of the Russian Federation.
By order of the Ministry of Finance, it was decided to postpone the introduction of this norm to January 1, 2024. However, an entity may decide to apply this Standard before the dates specified.

The procedure for filling in the registration document when registering a test vehicle for state registration, assigning state registration numbers when re-registering the vehicle by heirs has been changed.

THE CONSTITUTIONAL COURT OF THE RUSSIAN FEDERATION AND THE SUPREME COURT OF THE RUSSIAN FEDERATION: USING CORVALOL AND DRIVING A CAR ARE INCOMPATIBLE
The Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation - independently of each other and on the basis of complaints from different citizens - touched upon the issue of prohibiting drivers from taking Valocordin, Corvalol or similar drugs.
Note to Article 12.8 of the Code of Administrative Offences of the Russian Federation establishes a complete prohibition on driving a vehicle for an individual who, as prescribed by a doctor, takes medications containing narcotic drugs or psychotropic substances that include Valocordin and Corvalol. Failure to comply with this prohibition entails administrative liability.

COVID-19 VACCINATION OF ADOLESCENTS REQUIRES BOTH A STATEMENT FROM THE PARENTS AND INFORMED VOLUNTARY CONSENT FOR VACCINATION
According to epidemic indications, vaccination of children aged 12-17 years (inclusive) against COVID-19 was included in the preventive vaccination schedule.
The Ministry of Public Health notes that this vaccination is not mandatory. It is carried out voluntarily in the presence of a written application of one of the parents (or other legal representative), drawn up in any form. In addition, the parent/guardian or the child himself/herself who has reached the age of 15 must sign an informed voluntary consent for vaccination.

In universities and technical schools, it is planned to create career centers (centers for promoting employment of graduates), that are supposed to arrange temporary employment for students and internships for graduates, job fairs, excursions to enterprises, etc.

Amendments have been made to the list of certain goods subject to mandatory labelling by means of identification:
1) for one year (until March 1, 2023) mandatory labelling of bicycles and bicycle frames has been postponed;
2) from February 1, 2023, carriages for disabled persons, whether or not motorised or otherwise mechanically propelled;
3) the date for the introduction of mandatory labelling of beer, cider and other fermented drinks with an actual alcoholic strength by volume of not more than 7% vol. will be determined based on the results of the experiment.

RESULTS OF MEDICAL EXAMINATION OF AIR CREW AND AIR TRAFFIC CONTROLLERS WILL BE AVAILABLE IN A SPECIAL DATABASE
The RF Ministry of Transport has determined how medical examinations are to be carried out for air crew of civil aircraft and air traffic controllers. In particular, the rules on maintaining an automated centralised database of personal data relating to the health status of crew members and dispatchers are developed. Results of medical examinations will be transferred to this database.

Medicines may be prescribed provided the the following: 
- a medicine is registered in the Russian Federation; 
- it is prescribed for treatment of diseases from the list established by the Government of the Russian Federation;
 - it is mentioned in the "children's" standard of medical care and clinical recommendations. 
The parents of the child or the patient over 15 years of age must be separately informed of the off-label status of the prescribed medicine, safety terms, expected efficiency, risks for the patient, as well as the patient's actions in case of unforeseen effects of the medicine.

A law has been adopted to abolish the mandatory technical inspection of passenger cars and motorcycles belonging to citizens. At the same time, technical inspection remains mandatory: 
- for vehicles used for commercial or business purposes; 
- during public registration of a vehicle older than four years or performing registration actions with it in connection with a change of an owner; 
- when performing registration actions in connection with a change in the design of a vehicle.

CRIMINAL LIABILITY HAS BEEN INTRODUCED FOR MALICIOUS VIOLATIONS OF THE SPEED LIMIT AND REPEATED DRIVING IN THE ONCOMING LANE
The Criminal Code of the Russian Federation has been supplemented with a new article providing for criminal liability for persons who allowed exceeding the set speed of a vehicle by more than 60 km/h or driving in violation of traffic regulations in the oncoming lane, if the violator was previously repeatedly brought to administrative liability for a similar act and was deprived of a driver's licence in connection with this.

THE PROCEDURE FOR BRINGING TO LIABILITY PERSISTENT ALIMONY DEFAULTERS HAS BEEN CLARIFIED
Since now, repeated non-payment of alimony in the amount established in accordance with a court decision or a notarised agreement will be punished under the Criminal Code of the Russian Federation.
The amendments will make it possible to prosecute also for partial payment of alimony. 
Upon repayment of the debt in full, persons will be exempted from criminal liability.

FROM JANUARY 9, 2022 - NEW TARIFFS FOR OSAGO WILL BE IN OPERATION
New values (the maximum and minimum) of the base rates of OSAGO tariffs have been established. In particular, for passenger cars of individuals, the range of base rates will be fixed from 2,224 to 5,980 roubles (now it is 2,471 and 5,436 roubles, respectively). 
As the Bank of Russia explains, expanding the boundaries of the tariff corridor for compulsory motor third party liability insurance will allow insurance companies to further reduce the tariff for good drivers and increase the cost of insurance for drivers with an increased risk level.
