Decision of the Constitutional Court of the Russian Federation No. 14-P of June 25, 2013 on compensation for breach of the right to completion of legal proceedings within a reasonable term in criminal cases where no suspect or accused is identified. A compensation application filed by an aggrieved person in such case may be dismissed if all due measures had been taken in the preliminary investigation to timely identify suspects (accused). The legislator is to update the procedure and conditions for filing such applications
