Federal Law No. 127-FZ of June 28, 2009 on Amending Articles 6 and 7 of the Federal Law on the Legal Status of Foreign Citizens in the Russian Federation and Article 14 of the Federal Law on the Citizenship of the Russian Federation

The list of the foreigners and stateless persons who may use a simplified procedure to obtain a permit for temporary residence in Russia and Russian citizenship is broadened.
According to the general rule a permit may be issued within the quota set by the Government of the Russian Federation.
With no regard to the quota, permits will be issued to the foreigners and stateless persons having a minor child being a Russian citizen or an adult child deemed to lack dispositive capacity or have a limited dispositive capacity.
Said persons may become Russian citizens in a simplified procedure with no need to have continuously resided in Russia for five years and to hold a Russian residence permit. This rule applies if the other parent - a Russian citizen - of the aforesaid categories of children has died, is unaccountable for, is lacking dispositive capacity or has a limited dispositive capacity, has been deprived of his/her parental rights or has limited parental rights.
Also no regard to the quota is made to issue a permit to the minor foreigners and stateless persons who receive the permit on an application of a parent (adoptive parent or guardian)being a Russian citizen or who receive it together with a parent being a foreign citizen or stateless person to whom it is also issued with no regard to the quota. The new provision also extends to the persons who have reached the age of 18 and are deemed as lacking dispositive capacity or having a limited dispositive capacity under the legislation of a foreign state.
If a foreign citizen having a child being a Russian citizen has been deprived of his/her parental rights the temporary residence permit that has been issued will be annulled.

Federal Law No. 142-FZ of June 30, 2009 on Amending the Federal Law on Labour Pensions in the Russian Federation

These amendments concern the adjustment (review) of the insurance portion of a labour pension. Until now for this purpose working retirees had to file a relevant application with bodies of the Pension Fund of the Russian Federation.
Now such adjustment (review) is automatic, i.e. pension bodies are going to do it on their own from the first of August every year depending on the sum of insurance contributions received.
Nevertheless, the possibility of pension review on an application keeps effective, i.e. a retiree is entitled to waive the annual pension review by means of filing a relevant application.

Federal Law No. 132-FZ of June 29, 2009 on Amending Article 424 of Part 1 of the Civil Code of the Russian Federation

The powers of local self-government bodies are broadened in the area of civil legal relationships.
Now according to the Civil Code of the Russian Federation local self-government bodies are entitled to set or regulate in the cases established by a law the prices (tariffs and rates) payable under contracts. Previously this right belonged only to empowered governmental bodies. This eliminates a conflict between the Civil Code and some laws.
