Federal Law No. 243-FZ of July 26, 2026
The law defines the basic concepts, principles of regulation and powers of the President of the Russian Federation, the Government, state bodies, corporations and the Central Bank of the Russian Federation in the area of ??development, implementation and application of large fundamental models of artificial intelligence.
Categories of sovereign and national large fundamental artificial intelligence models are introduced. Measures are provided to support developers of such models, including access to the data necessary for their training. The RF Government will be able to determine cases in which the use of exclusively sovereign or national large fundamental models of artificial intelligence is permitted, as well as a list of exceptions to such cases.
Certain issues of protecting exclusive rights in connection with the creation and use of large fundamental models of artificial intelligence have been settled. Thus, it has been established that access to information included in objects of copyright and/or related rights for the purpose of practical application of the provisions constituting the content of objects of copyright and/or related rights, including, within the framework of computer processing, the extraction, comparison, classification and analysis of patterns, trends and correlations included in these objects of copyright and/or related rights, as well as reproduction by short-term recording in computer memory solely for the training of a sovereign and/or national large fundamental model of artificial intelligence, does not constitute a violation of copyright and/or related rights, provided that the developer uses a copy of such work that he/she legally obtained, or if this object of copyright and (or) related rights has been brought to the public attention and is available for analysis without limitation by technical means.
The issues of labelling information material created using large fundamental models of artificial intelligence have been resolved.
