RUSSIA RESUMES FLIGHTS WITH ICELAND, MALTA, MEXICO, PORTUGAL AND SAUDI ARABIA

 Regular international flights with Iceland, Malta, Mexico, Portugal and Saudi Arabia will resume on May 25, 2021. 

The number of regular flights with South Korea, Finland and Japan is increasing on a reciprocal basis. Flights to foreign countries are resumed from the international airports of Omsk, Syktyvkar, Chelyabinsk, Magnitogorsk and Ulan-Ude.

THE RULES FOR REGISTRATION AT THE PLACE OF RESIDENCE AND PLACE OF STAY HAVE BEEN ADJUSTED

 Amendments have been made to the Rules for registration and de-registration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation. 

It is clarified that registration shall be carried out on the basis of the principle of extraterritoriality, that is, citizens will be able to choose any registration authority within an urban district or municipal district, and for the federally significant cities - within their territories.

A DRAFT LAW ON ELECTRONIC DOCUMENT ADMINISTRATION INTRODUCED INTO THE STATE DUMA

 The draft law is supposed to supplement the Labour Code of the Russian Federation with a new article concerning the document administration in electronic form in the sphere of labour relations, thereby providing for the possibility and mechanisms of keeping records (in as much as it concerns work-related documents) in electronic form without paper duplicates in order to create more opportunities for the remote employment.

THE FEDERAL SERVICE FOR SUPERVISION OVER CONSUMERS’ RIGHTS PROTECTION AND HUMAN WELL-BEING: INCLUDING A CONDITION ON A FINE FOR EARLY REPAYMENT OF THE LOAN INTO THE LOAN AGREEMENT IS PROHIBITED

 The agency recalled that, according to a general rule of the Civil Code, the borrower shall return the loan amount received to the lender within the terms and in compliance with the procedure prescribed in the loan agreement. However, the amount of a loan provided for interest and not related to entrepreneurial activity may be paid as pre-scheduled, in full or in parts. 

Implementation of this right shall not be encumbered by the creditor with any penalties. 
Therefore, if such condition is included into the loan agreement, it should be recognised as invalid, and a person guilty for such illegal actions may be brought to administrative responsibility.

REPRINTING THE CONTENT OF FOREIGN MEDIA AGENTS WITHOUT INDICATING THE FOREIGN AGENCY IS PUNISHABLE BY A FINE OF UP TO 50 THOUSAND ROUBLES

 A new offence has appeared in the Code of Administrative Offences of the Russian Federation - a new offence is included among other types of abuse of freedom of the media. This is the distribution in the media (including on the Internet) of the content of the foreign media agent (it does not matter, foreign or Russian) without a note that this content was created by a foreign agent. For such informational misconduct, a fine may be imposed.

COVID! THE MINISTRY OF PUBLIC HEALTH OF THE RUSSIAN FEDERATION HAS ISSUED NEW ‘CORONAVIRUS’ RECOMMENDATIONS: VERSION 11

 The Ministry of Public Health of the Russian Federation has issued new (11th) Guidelines for the Prevention, Diagnosis and Treatment of COVID. These Guidelines, with photo examples of X-ray images, set out the principles of diagnosis, hospitalization, treatment and discharge of patients, lists of recommended drugs, algorithms for their use and many other useful materials.

THE SERVICE ‘LIST OF FOREIGN CITIZENS WHO CAN CROSS THE BORDER’ IS AVAILABLE ON THE STATE SERVICES PORTAL

 Entry into Russia is possible for foreigners: 

- entering the country for treatment; 
- moving to close relatives in need of care. 
The Ministry of Public Health of the Russian Federation clarified what documents are required for foreigners to enter. 
The service "List of foreign citizens who can cross the border" has been published on the public services portal.

PROVISIONS OF THE CIVIL CODE ARE CLARIFIED IN AS MUCH AS IT CONCERNS USE OF INVENTIONS, UTILITY MODELS AND INDUSTRIAL DESIGNS IN NATIONAL SECURITY INTERESTS

 Grounds for the RF Government to make decisions on use of an invention, utility model or industrial design without consent of a patent holder have been clarified (notifying the patent holder of such use as soon as possible and reimbursing proportionately). 

Adoption of such decision will be possible in case of emergency connected not only with ensuring the defence and security of the state, but also with protection of citizens’ life and health. 
As the developers of the amendments explained earlier, these amendments are aimed at quick making up for a deficiency in foreign patented medicines or medical devices that are necessary for protecting human life and health.

COVID! WHEN RETURNING FROM ABROAD, YOU MUST UNDERGO A DOUBLE TEST FOR COVID-19, AND FOREIGNERS CAN BE SELECTIVELY TESTED RIGHT AT THE AIRPORT

 When returning from abroad after May 1, 2021, Russians must also be re-tested for COVID-19 by PCR with an interval between the first and repeated tests of at least a day. For those returning from Turkey and Tanzania, the re-examination requirement takes effect until May 1, 2021.

Employees of the territorial bodies of the Russian Agency for Health and Consumer Rights have the right to selectively test foreigners for COVID-19 at airports.

THE 2030 ANTI-SMOKING AWARENESS PLAN HAS BEEN DEVELOPED

 The RF Ministry of Public Health approved an information and communication strategy aimed at counteracting consumption of tobacco and nicotine-containing products for the period up to 2030. 

The strategy implementation will be assessed by following criteria: 
- number of citizens that have not smoked for half a year (stop smoking after a month of escorting by hotline operators 8 (800) 200-02-00) 
- downturn in retail sales of cigarettes per capita; 
- number of regions implementing information and communication campaigns to promote a healthy lifestyle; 
- increasing in number of citizens informed of dangers of smoking through various mass media.

THE EMPLOYER'S INTRODUCTION OF A DRESS CODE FOR EMPLOYEES DOES NOT CONTRADICT LABOUR LEGISLATION

 Labour legislation does not explicitly provide for the possibility for the employer to establish requirements for the business dress code of an employee. At the same time, the legislation does not contain a prohibition on the establishment of such requirements. A prerequisite is the indication of such requirements in the employment contract or local regulatory act (job description, internal labour regulations, etc.). The employee should read, understand, and acknowledge by signing.
