NON-WORKING DAYS SHALL BE SET FROM OCTOBER 30 TO NOVEMBER 7, 2021
From October 30 to November 7, 2021 inclusive, non-working days shall be set with the preservation of wages for employees. The purpose of establishing non-working days is to prevent the further spread of the new coronavirus infection (COVID-19) and to improve the health of Russian citizens. Moreover, the heads of the constituent entities of the Russian Federation have the right to establish additional non-working days in the corresponding constituent entities both before and after the indicated dates. For example, in Moscow, such non-working days will begin on October 28.

FROM NOVEMBER 9, 2021 RESTRICTIONS ON AIR TRAFFIC WITH AUSTRIA, SWITZERLAND, FINLAND AND THE UAE SHALL BE LIFTED
From November 9, 2021, restrictions on air traffic with Austria, Switzerland, Finland and the United Arab Emirates, as well as restrictions on regular and charter flights to points in Egypt - the cities of Hurghada and Sharm el-Sheikh are removed.
In addition, from that date, flights with the Bahamas, Iran, the Netherlands, Norway, Oman, Slovenia, Tunisia, Sweden and Thailand will be resumed. 
The number of regular flights on a reciprocal basis is also increasing with Albania, Bulgaria, Venezuela (Margarita Island), Hungary, Germany, Greece, Spain, Italy, Maldives, Malta, Macedonia and France. 
Citizens are advised to be vaccinated against COVID-19 before flying abroad.

PCR TESTS FOR COVID-19 SHOULD BE READY WITHIN 24 HOURS
From October 16, the period for performing a laboratory test for COVID-19 should not exceed 24 hours from the moment the biological material was received in the laboratory and until its result was received by the person whose biomaterial was examined.

FROM JANUARY 1, 2022 - NEW EAEU COMMODITY CLASSIFICATION AND COMMON CUSTOMS TARIFF
A new edition of the EAEU Commodity Classification for Foreign Economic Activity is due to the entry into force (starting from 2022) of the seventh edition of the Harmonised Commodity Description and Coding System (HS), which is the international basis of the Commodity Classification of Foreign Economic Activity. The mentioned Harmonised System is revised due to changes in the nature and structure of world trade, social and environmental issues of a global nature. 
In as much as it concerns the rates of import customs duties, in the new version of the Common Customs Tariff, which will start to apply from January 1, 2022, they are kept at the current level.

INSURERS SHALL NOT REFUSE TO CONCLUDE OSAGO AGREEMENTS DUE TO THE LACK OF AUTHORITIES OF ITS EMPLOYEES
The Bank of Russia, in connection with consumer appeals, reminds that the service related to concluding an OSAGO agreement should be provided in any separate subdivision of the insurer that concludes vehicle insurance or motor third party liability agreements. The policy shall be issued to the policyholder immediately after submitting an application for concluding a contract with the necessary documents and payment of the insurance premium. 
In this regard, the refusal to conclude an OSAGO agreement because of the lack of authorities is unreasonable. The insurer that committed such violation may be subject to administrative liability.

FROM JANUARY 1, 2022, A NEW WORDING OF THE EAEU COMMODITY CLASSIFICATION FOR FOREIGN ECONOMIC ACTIVITY SHALL BE INTRODUCED
The Council of the Eurasian Commission approved a new version of the combined Commodity Classification for Foreign Economic Activity of the EAEU and the Common Customs Tariff of the EAEU. It is aligned with the international framework. The rates of import customs duties in the new version of the Common Customs Tariff of the EAEU are kept at the current level and take into account tariff obligations within the World Trade Organisation.

FEDERAL TAX SERVICE INTENDS TO ADJUST APPLICATION FORMS FOR REGISTRATION OF LEGAL ENTITIES
The amendments will affect the application form for state registration of changes made to the constituent document of a legal entity, or on amending information on a legal entity contained in the Unified State Register of Legal Entities (Form No. R13014). 
In connection with consolidation of the legal regime of the convertible loan agreement in the legislation, the form is supplemented with sections on conclusion and execution of such agreements, including the relevant increase in the authorised capital. 
Corrections are also made into the sections of the form containing information on the trust management of shares in the authorised capital of a legal entity.

FEDERAL TAX SERVICE STOPS ALL PROCEEDINGS ON ORDERS ON NON-REPATRIATION OF CURRENCY UNDER FOREIGN TRADE EXPORT CONTRACTS
The Federal Tax Service orders to terminate execution and recall all current proceedings on orders issued by tax authorities and not executed before July 1, 2021 on administrative penalties for the following: 
1) for non-repatriation of currency under foreign trade export contracts, in respect of which the requirement for repatriation has been cancelled; 
2) for crediting currency under such agreements to residents' accounts in foreign banks.

THE DURATION OF LABORATORY TESTS ON COVID-19 IS PROPOSED TO BE HALVED
It is planned to establish that no more than 24 hours should pass from the moment the material for research on COVID-19 is received by the laboratory and until its result is received by the relevant citizen. Now it takes 48 hours.

PARENTS CAN PROHIBIT THE CHILD'S TRAVEL ABROAD FOR A CERTAIN PERIOD OR TO CERTAIN COUNTRIES
In accordance with the new procedure of the Ministry of Internal Affairs, the legal representative (parent, adoptive parent, guardian, trustee) may establish a general ban on the child's departure from Russia. Also, a parent may prohibit travel for a certain period and (or) to certain countries. 
It is possible to revoke a statement of disagreement to leave.

In the event of a worsening of the epidemiological situation, the Federal Service for the Oversight of Consumer Protection and Welfare (Roszdravnadzor) regularly posts data on its website on dangerous infectious diseases abroad and on countries in which epidemiological problems in infectious diseases have been noted.

NEW RULES FOR DISCLOSING INFORMATION BY SECURITIES ISSUERS CAME INTO FORCE ON OCTOBER 1, 2021
According to the new rules, the composition and structure of information in the securities prospectus and the issuer's report are close to international standards. The most important information, including operational and financial indicators, information about key counterparties, will be disclosed on a consolidated basis for the issuer's group.

EVEN MORE FOREIGNERS WILL BE ABLE TO VISIT RUSSIA
The Government of the Russian Federation lifted restrictions imposed due to the pandemic on entry to Russia for citizens of eight more countries - Andorra, Denmark, Djibouti, Colombia, Kuwait, New Zealand, Peru and the Republic of South Africa. Citizens of these states, as well as persons entitled to permanent residence in these countries, can enter Russia from these states through air checkpoints.

TWO APPLICATIONS WILL BE ADDED TO THE LIST OF PROGRAMS FOR MANDATORY PRE-INSTALLATION ON COMPUTERS IN 2022
The Yandex search engine is approved as a search engine that is used on technically complex products without additional settings (enabled by factory default).
Yandex.Browser and Kaspersky Internet Security antivirus software are also additionally included (the latter is only for computers with the Windows operating system).

YANDEX SEARCH ENGINE WILL BE USED BY DEFAULT IN SMARTPHONES, TABLETS, COMPUTERS AND TV SETS BEING SOLD
The Government of the Russian Federation has clarified the list of programs that must be pre-installed in 2022 on smartphones, tablets and desktop computers, TV sets with a digital control unit. These are not only domestic programs, but also software from other EAEU countries.
The Yandex search engine should be used without additional settings (enabled by factory default). 
The list of programs preinstalled on desktop computers additionally includes Yandex.Browser and the anti-virus program Kaspersky Internet Security (on computers with Windows OS).

THE RULES FOR MAINTAINING A UNIFIED REGISTER OF LICENCES HAVE BEEN APPROVED
In connection with the amendments made to the Law on licensing as part of the reform of the legislation on state control, the Government of the Russian Federation approved the Rules for the formation and maintenance of a unified register of licences. This register is created for the purpose of providing information to the organisation and carrying out licensing. The register will be formed on the basis of information provided by the licensing authorities, and the Ministry of Economic Development of the Russian Federation will become its operator.
The register will contain detailed information on the licensed activities, a list of documents required to assess the compliance of the licence applicant (licensee) with the licence requirements; information on the types of control in relation to the licensed activity.
Publicly available registry information will be posted on its official website.

The goals, objectives, priorities, principles, directions and mechanisms of state support for creative industries in Russia for the period until 2030 have been determined. 
This system will include the following: folk arts and crafts, theatre, music, cinema, animation, painting, galleries, museums, food industry, computer and video games, blogging, advertising, architecture, industrial design, fashion industry, etc.

APPLICATIONS FOR SUBSIDIES FOR EMPLOYMENT MAY BE FILED UNTIL DECEMBER 15, 2021
The RF Government has expanded the subsidy program for employers. They will be able to apply for subsidies in the following cases: 
- when hiring unemployed citizens registered with employment services as of August 1, 2021; 
- when citizens are employed, regardless of the date of their registration with the employment service, not only graduates of universities and colleges of the last year, but also disabled people, persons released from penitentiary institutions, single parents and parents in multi-member families raising minor children or disabled children.

THE NUMBER OF INTERNATIONAL FLIGHTS WILL INCREASE
From October 5, 2021, regular flights will resume on certain routes with Djibouti, India, Spain, Kyrgyzstan, New Zealand, UAE, Peru, Uzbekistan, South Africa, Japan, Denmark. 
The ban on flights to Tanzania has been extended until November 1, 2021.
