CHANGES-2022 IN THE LIST OF PROFESSIONS FOR THE ALTERNATIVE SERVICE
The RF Ministry of Labour plans to update the list of professions for the alternative (unarmed) service, as well as the list of organisations where persons may do their alternative service. The document is available for public comments. 
Compared to the last year's list, the list-2022 will include 30 new positions of employees, and also 11 workers’ professions.

FROM FEBRUARY 18, 2022, DEADLINES FOR PROVIDING BY LEGAL ENTITIES INFORMATION ON THEIR BENEFICIARIES, UPON THE REQUEST OF ROSFINMONITORING AND THE FEDERAL TAX SERVICE, WILL CHANGE ... AND NOT JUST THAT
The terms for providing a response and corrected data upon requests are extended. 
Moreover, from February 18, 2022, requirements of the Rules regarding legal entities registered in accordance with the Russian law will apply to foreign legal entities and foreign structures operating on the territory of the Russian Federation without forming a legal entity.

KEY RATE INCREASED TO 9.5% PER ANNUM
On February 11, 2022, the Bank of Russia decided to raise the key rate again by 100 bp. up to 9.5% per annum. 
This is due to the increase in annual inflation. According to the Bank of Russia, the annual inflation will go down to 5.0-6.0% in 2022 and return to the target in the middle of 2023, considering the current monetary policy. Later, the annual inflation will stay near 4%.

THE FEDERAL TAX SERVICE DOES NOT NEED CONSENT FOR THE PROCESSING OF PERSONAL DATA
Tax authorities have the right to process personal data without the consent of taxpayers. 
The Federal Tax Service is the operator of the Unified State Register of Civil Registry Offices and the Unified Register of Taxpayers. The operator processes the personal data included in these systems and ensures their protection. Information from the Unified State Register of Civil Registry Offices is subject to send for the formation and maintenance of the Unified Register of Taxpayers.

FROM FEBRUARY 21, 2022, RUSSIA WILL INCREASE THE NUMBER OF REGULAR FLIGHTS TO HUNGARY, SRI LANKA AND GERMANY
From February 21, 2022, the number of regular flights will increase on a reciprocal basis with Hungary, Sri Lanka and Germany, and from March 1 with Greece. Also, from March 1, 2022 restrictions on regular and charter flights to Cyprus will be lifted.

REQUIREMENTS FOR THE HEALTH OF GUN OWNERS WILL BE TIGHTENED
From March 1, 2022, changes aimed at tightening the requirements for health of gun owners come into force. 
Since that date, if in any medical examination, not even related to the "weapon medical examination", or within an ordinary visit to an ophthalmologist, a gun owner is diagnosed with a disease that is incompatible with the status of gun owner, then the medical institution must inform such person, and also to formalise and post in the Uniform State Health Information System a special document - a "statement of grounds" for an extraordinary medical examination.

THE DEADLINE FOR LAWYERS, NOTARIES AND LEGAL SERVICE PROVIDERS TO BRING THE ICR IN LINE WITH THE NEW REQUIREMENTS EXPIRES
On January 13, 2022, a decision of the Government of the Russian Federation came into force, which approved the requirements for the internal control rules for lawyers, notaries, persons engaged in entrepreneurial activities related to providing legal or accounting services, audit organisations and individual auditors, developed in pursuance of anti-money laundering legislation. It has been established that the previously approved ICRs shall be brought into line with the new requirements within a month after this date.

THE NEW SERVICE PROVIDED BY THE FEDERAL TAX SERVICE AND CALLED "TRANSPARENT BUSINESS" WILL ALLOW CHECKING ADDRESSES AND FOUNDERS OF COMPANIES
Now, through the "Transparent Business" service, you may obtain information not only on the address of a company, but also on all organisations registered at this address. The resource is also supplemented with information on founders (participants) and heads of companies. So, when entering data about a specific person, you may find out information on all organisations in which this person is the founder and / or head.

PREFERENTIAL VAT ON MEDICAL DEVICES: RUSSIAN REGISTRATION CERTIFICATES SHALL BE VALID INDEFINITELY
The RF Government has adjusted the lists of codes for medical products subject to VAT at a tax rate of 10% when imported and sold in the Russian Federation. It was clarified that Russian registration certificates for medical devices are used for the purpose of applying a reduced rate without a time limit. Previously, it was established that they are accepted only until the end of 2021 due to the transition to EAEU certificates. 
Similarly, the list of medical goods, import and sales of which in Russia shall not be subject to VAT, has been clarified.

THE BANK OF RUSSIA HAS DEVELOPED A TABLE FORMAT TO REFLECT THE MOST SIGNIFICANT TERMS OF BANK DEPOSIT AGREEMENTS
From July 3, 2022, banks in bank deposit agreements with individuals concluded after this date must indicate the main terms of the deposit in a table placed on the first page of the agreement and made in a clear, well-read font of the maximum size used in the agreement. 
The first page of the agreement must also disclose the value of the minimum guaranteed rate on the deposit, which determines the minimum income that is paid by the credit institution on the amount of the deposit, provided that the funds are kept until the deposit expires, without taking into account the conditions that entail a change in its profitability.

CHILDREN AND TEENAGERS WILL GET ACCESS TO PUBLIC SERVICES
Teens over the age of 14 will be able to register on their own on the Public Services Portal. To do this, they will need to provide their passport details, SNILS, mobile phone number and email address. 
Children under 14 years of age may be registered on the web-portal by their parents, if the latter possess an account on the portal.

THE PROCEDURE FOR ACCESS OF THE FEDERAL TAX SERVICE TO THE INFORMATION SYSTEMS OF ORGANISATIONS FOR TAX MONITORING HAS BEEN DETERMINED
The organisation, in respect of which it is decided to conduct tax monitoring, provides the opportunity to interact with the inspection through its information system. The Federal Tax Service has settled the issues of obtaining access to it. A transition period has been established.
By January 1, 2023, the information systems to which the tax authority has been granted access must be connected to the automated information system "Nalog-3".

DECLARATION CAMPAIGN ON CORPORATE PROPERTY TAX FOR 2021 HAS STARTED

THE NORM OF THE FEDERAL ACCOUNTING STANDARD FSBU 27/2021 ON THE STORAGE OF DOCUMENTS IN RUSSIA IS MANDATORY FROM 2024
The new standard FSBU 27/2021, which entered into force on January 1, 2022, contains a requirement to store accounting documents, as well as the data contained in such documents, and place the databases of these data on the territory of the Russian Federation.
By order of the Ministry of Finance, it was decided to postpone the introduction of this norm to January 1, 2024. However, an entity may decide to apply this Standard before the dates specified.

IN THE NEAREST FUTURE IT WILL BE POSSIBLE TO REGISTER A CAR THROUGH THE MULTIFUNCTIONAL PUBLIC SERVICES CENTRE
The possibility of registering vehicles is fixed, including through the multifunctional public services centres. It is clarified that the documents must be submitted within 10 days from the date of release into circulation of the vehicle when it is manufactured for its own use, or from the date of temporary importation of the vehicle into Russia for a period of more than one year or from the date of acquisition of the rights of the owner of the vehicle, or other circumstances that required a change in registration data. 
The procedure for filling in the registration document when registering a test vehicle for state registration, assigning state registration numbers when re-registering the vehicle by heirs has been changed.

THE CONSTITUTIONAL COURT OF THE RUSSIAN FEDERATION AND THE SUPREME COURT OF THE RUSSIAN FEDERATION: USING CORVALOL AND DRIVING A CAR ARE INCOMPATIBLE
The Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation - independently of each other and on the basis of complaints from different citizens - touched upon the issue of prohibiting drivers from taking Valocordin, Corvalol or similar drugs.
Note to Article 12.8 of the Code of Administrative Offences of the Russian Federation establishes a complete prohibition on driving a vehicle for an individual who, as prescribed by a doctor, takes medications containing narcotic drugs or psychotropic substances that include Valocordin and Corvalol. Failure to comply with this prohibition entails administrative liability.

The period of isolation of persons who have been in contact with coronavirus patients and medical observation of such persons has been reduced from 14 to 7 days.

QUARANTINE HAS BEEN CANCELLED FOR THOSE COMING TO RUSSIA FROM HONG KONG AND A NUMBER OF AFRICAN COUNTRIES
A 14-day quarantine with a double PCR test for coronavirus has been cancelled for those arriving in Russia from Botswana, Zimbabwe, Lesotho, Madagascar, Mozambique, Namibia, Tanzania, Eswatini, South Africa and Hong Kong.

THE COVID-19 DATABASE WILL BE AVAILABLE CONTAINING INFORMATION ON MEDICAL EXEMPTIONS, POSITIVE PCR TESTS AND POSITIVE ANTIBODY TESTS
The rules for recording information in order to prevent the spread of COVID-19 have been adjusted . 
The corresponding information resource will additionally contain information on medical exemptions, positive PCR tests and positive antibody tests.

COVID-19 VACCINATION OF ADOLESCENTS REQUIRES BOTH A STATEMENT FROM THE PARENTS AND INFORMED VOLUNTARY CONSENT FOR VACCINATION
According to epidemic indications, vaccination of children aged 12-17 years (inclusive) against COVID-19 was included in the preventive vaccination schedule.
The Ministry of Public Health notes that this vaccination is not mandatory. It is carried out voluntarily in the presence of a written application of one of the parents (or other legal representative), drawn up in any form. In addition, the parent/guardian or the child himself/herself who has reached the age of 15 must sign an informed voluntary consent for vaccination.
