Changes correspond to the amendments to the Law on Information that came into force on March 1, 2023. It is forbidden to transfer payment documents and details, data on non-cash money transfers, personal data of Russian citizens and information on their bank accounts (deposits) through foreign messengers in the following cases:

From August 1 to December 31, 2023, a quantitative restriction is established with respect to import into the Russian Federation of ozone-depleting substances of group I of list C, section 2.1 of the List of goods in respect of which a permitting procedure for import onto the customs territory of the EAEU and export is established. The volume allowed for import will be distributed among the applicants that filed applications with the Ministry of Natural Resources of the Russian Federation on the need for the import of ozone-depleting substances, with indicating the purposes for use thereof.
Amendments have been made to the legislation, according to which, starting from September 1, 2024, legal relations concerning the compulsory insurance of civil liability of persons carrying out transportation of passenger in taxi, for harm caused to the life, health or property of such passengers, will be regulated by the OSGOP Law (abbreviation for the Law on the Compulsory Insurance of Carrier’s Civil Liability). Currently, insurance compensations for taxi passengers are paid in accordance with the OSAGO legislation.
A law has been adopted regarding the protection of children's health in educational institutions. In particular, it is established that students are allowed to participate in physical education classes provided the statement of a medical organisation issued on the basis of results of preventive medical examinations.
Administrative liability is being introduced:
The Ministry of Finance has developed the Federal Accounting Standard for Accounting (Financial) Statements. It will establish the composition and content of accounting, samples of accounting forms, as well as the terms for its reliability.
From July 1, 2023, the provisions of the Rules for maintaining the register of contracts concluded by customers come into force, providing, among other things, for the obligation of the customer to send, for inclusion in the register of contracts, information about the place of delivery of the purchased goods, the place of performance of work or the provision of services, the address of the web page on which court decision to terminate contract. Also, from this date, information about the counterparty included in the unified register of procurement participants will be placed in the register of contracts automatically if the contract was concluded using the Unified Information System.
The Ministry of Public Health approved a new procedure for the import of medical devices into the territory of the Russian Federation for the purposes of state registration, including in order to amend the documents contained in the registration dossier for a medical device, as well as medical products requiring technical tests, toxicological studies, clinical trials, and tests for the purpose of approval of the type of measuring instruments. The new procedure will replace the similar one of 2020 and will be applied until September 2029.
A draft law has been submitted to the State Duma, which provides for an increase the maximum amount of insurance compensation paid in accordance with the European Protocol from 100,000 to 200,000 roubles, in cases where an accident is registered by drivers without using a mobile application that provides photographic recording of the incident picture, and without a technical means of control based on GLONASS.
