MINING TO BE PROVIDED FOR IN LEGISLATION
Concepts of mining and mining pool, as well as requirements for them will be legally enshrined.
Requirements for the operator of the mining infrastructure will be established, and the procedure for circulation of digital currency in Russia will be determined.
Advertising of cryptocurrencies and their offer to an unlimited number of people will be prohibited in Russia. Rosfinmonitoring will maintain a list of address identifiers for which there is reason to believe that transactions are carried out for the purpose of laundering criminal proceeds or financing terrorism, or are associated with another criminal offence.
Specifics will be regulated for the cases of limiting electricity consumption in the event that the Government bans mining in certain regions or territories.
It will be prohibited to combine mining with electricity transmission, operational dispatch control, production or purchase and sale of electricity.
