Endorses the federal standards of payment for the dwelling space and communal services for the years 2008-2010 on the average for the Russian Federation and by subjects of the Russian Federation necessary for the determination of the amount of inter-budget transfers allocated from the federal budget to the budgets of the subjects of the Russian Federation including the financial aid to pay for the dwelling space and communal services.

Decision of the Government of the Russian Federation No. 403 of June 25, 2007 on the Organisation of Work with Compatriots Living Abroad and Wishing to Resettle to the Russian Federation on the Voluntary Basis

To provide for the implementation of the measures envisaged in the mentioned program, endorses the Regulation defining the terms and procedure of work with compatriots living abroad and wishing to resettle to the Russian Federation on the voluntary basis in the framework and on the terms envisaged in the program.

Decision of the Government of the Russian Federation No. 397 of June 23, 2007 on the Licensing of Passenger and Cargo Transportation by the Air Transport, As Well As on the Improvement of the State Regulation of Activities of Carriers in the Sphere of Air Transportation

To improve the state regulation of activities of carriers in the sphere of air transportation, endorses the Regulation on the licensing of transportation of passengers by the air transport and the Regulation on the licensing of transportation of cargo by the air transport. The system of real-time gross payments of the Bank of Russia begins its functioning from July 1, 2007 which is called the System of Urgent Electronic Bank Payments (BESP). Tariff rates for the services of the Bank of Russia in the framework of this system are entered into force from July 1, 2007.

Decision of the Government of the Russian Federation No. 421 of July 2, 2007 on the Delimitation of Authority of the Federal Bodies of Executive Power Executing International Obligations of the Russian Federation in the Sphere of Chemical Disarmament

In pursuance of the Convention on the Prohibition of Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction ratified by the Federal Law No. 138-FZ of November 5, 1997, Russia assumes obligations not to develop, not to produce, not to stockpile and not to hand over chemical weapons to anyone, as well as not to use and not to make any military preparations to use it. To implement the given Convention, the federal targeted program was adopted - "Destruction of Stocks of Chemical Weapons in the Russian Federation" - the main goal being destruction of stocks of chemical weapons in the Russian Federation and ensuring the safety of this process for the employees storing and destroying them, citizens living and working in the pertinent zones, as well as the environment.

Ruling of the Constitutional Court of the Russian Federation No. 320-O-P of June 4, 2007 on the Refusal to Accept for Processing the Request of the Group of Deputies of the State Duma on the Constitutionality of Paragraphs 2 and 3 of Item 1 of Article 252 of the Tax Code of the Russian Federation

A group of deputies of the State Duma appealed with a request on the constitutionality of provisions of Item 1 of Article 252 of the Tax Code of the Russian Federation specifying that for the purposes of the profit tax, expenses are recognised to be the ones substantiated and documentarily confirmed, with substantiated ones implied to be economically reasonable expenses expressed in the monetary from. According to the applicants, the challenged provisions are ambiguous and permit for their free interpretation, resulting in the violation of the constitutional rights of taxpayers.
      The Constitutional Court of the Russian Federation explained that the legislator deliberately refused to list directly taxpayer expenses because it may result in restriction of taxpayer rights.

The joint Order of the Central Bank of Russia and the Federal Tax Service of Russia invalidate the Letter of the Central Bank of Russia and the State Tax Service of Russia defining the procedure of submission of confirmation of fulfilment of obligations to the budget and extra-budgetary funds by the buyer of stocks (shares) of credit organisation.

According to the Federal Law on the banks and banking activities, the minimum amount of the registered capital of the newly registered bank and non-bank credit organisations is fixed in the amount of the rouble equivalent of EUR 5 million and EUR 500,000 respectively. Besides, from January 1, 2007, a requirement is also introduced to the minimum amount of own resources (capital) of operating banks and non-bank credit organisations requesting the status of a bank in the amount of the rouble equivalent of EUR 5 million.

Federal Law No. 129-FZ of July 13, 2007 on the Amendments to Individual Legislative Acts of the Russian Federation on the Issues of Assessment Activities

Decree of the President of the Russian Federation No. 872 of July 13, 2007 on the Suspension by the Russian Federation of the Treaty on Conventional Armed Forces in Europe and Pertinent International Treaties

The Treaty was signed in Paris on November 19, 1990 and entered into force on November 9, 1992. The Treaty provided for a balance of forces of the member-states of the two unions - the Warsaw Treaty Organisation and NATO.

Federal Law No. 217-FZ of July 24, 2007 on the Amendments to the Federal Law on the Entry into Force of the Forestry Code of the Russian Federation

Simplifies the procedure of providing forest parts to citizens and legal entities, as well as removes administrative barriers having emerged while bringing in compliance with the new Forestry Code of the Russian Federation of the lease contracts for the parts of the forest fund and the contracts of gratuitous limited use of the parts of the forest fund concluded before January 1, 2007.

Federal Law No. 216-FZ of July 24, 2007 on the Amendments to Part 2 of the Tax Code of Russian Federation and Some Other Legislative Acts of the Russian Federation

Amends six chapters of Part 2 of the Tax Code of the Russian Federation to simplify the mechanism of calculation and payment of taxes, as well as to make more definite application of individual tax norms.

Federal Law No. 209-FZ of July 24, 2007 on the Development of Small and Medium-Size Businesses in the Russian Federation

Creates new legal fundamentals for development of small and medium-size businesses in the Russian Federation.
      The Federal Law is entered into force from January 1, 2008, except for the provisions on the authority of the Government of the Russian Federation to fix the limiting amounts of receipts and the balance cost of assets of the subjects of small and medium-size businesses, as well as the continuous statistical monitoring of their activities. The given provisions are entered into force from January 1, 2010.

Creates a uniform systematic collection of information and documents on immovable property in the Russian Federation - the State Cadastre of Immovable Property.
      The Federal Law is entered into force from March 1, 2008. A transient period is introduced for the application of the given Federal Law where it pertains to land plots - until March 1, 2008, and for buildings, structures, objects of unfinished construction - until January 1, 2010.

Federal Law No. 220-FZ of July 24, 2007 on the Amendments to the Federal Law on Joint-Stock Companies and to Individual Legislative Acts of the Russian Federation

To observe the interests of individual groups of stock-holders, specifies that the procedure of determination of the price of purchased securities indicated in the voluntary offer of purchase of 30% of stocks of the open-type joint-stock company must provide for a uniform price for all holders of securities.

Extends the list of foodstuffs subject to the 10% VAT at sale.
      The Decision is entered into force one month after the day of its official publication, however, no sooner than the 1st of the subsequent tax period for the value added tax.

Federal Law No. 198-FZ of July 24, 2007 on the Federal Budget for the Year 2008 and for the Planned Period of 2009 and 2010

The federal budget has been formed for three years for the first time. The incomes are divided into oil and gas pertinent and other, conditionally endorsed expenses are specified separately in the total expenses for the years 2009 and 2010, budget allocations for public obligations and the volume of oil and gas transfers are endorsed, the Reserve Fund and the Fund of Future Generations are created on the basis of the Stabilisation Fund.
