Introduces a rule permitting to attract monetary resources of natural persons to a newly registered bank or a bank less than two years after the state registration if: the amount of the registered capital of the newly registered bank or an operating bank makes at least EUR 100 millions in the rouble equivalent; the bank observes the duty to disclose information on the persons exerting a significant influence on the decisions taken by the bank's management bodies.

The amendments introduce the zero rate of the export customs duty for the raw or non-refined sulphur (code according to the Foreign Trade Commodity Nomenclature of Russia 2503 00 100 0).
