The sale of commodities (carrying out works, rendering services) for official use by diplomatic representations of foreign states and the ones of similar status or for personal use by the diplomatic and administrative-and-technical personnel of these representations, including their family members living together with them, is subject to the value added tax at the rate of 0% on the basis of reciprocity, the appropriate state being included in the list defined by the Ministry of Foreign Affairs of Russia together with the Ministry of Finance of Russia.

      Decision of the Government of the Russian Federation No. 194 of March 7, 2000 on the terms of antimonopoly control at the market of financial services and on the endorsement of the method of determination of turnovers and margins of the market of financial services of financial organisations is invalidated.

Decision of the Government of the Russian Federation No. 324 of May 28, 2007 on the Lease Contract for the Forest Part in the State or Municipal Property

According to the new Forestry Code of the Russian Federation, parts of forests available in the state or municipal property may be leased by legal entities and citizens. The Decision defines the procedure of preparation and conclusion of the lease contract for the forest part available in the state or municipal property.
      Regulation on the leasing of parts of the forest fund endorsed by the Decision of the Government of the Russian Federation No. 345 of March 24, 1998 is invalidated.

Decision of the Government of the Russian Federation No. 325 of May 28, 2007 on the Endorsement of the Form of Proposal to Create an Autonomous Institution by Changing the Type of the Existing State or Municipal Institution

Federal Law No. 86-FZ of June 2, 2007 on the Amendments to Article 24 of the Federal Law on the Retail Trade Market-Places and on the Amendments to the Labour Code of the Russian Federation

Until January 1, 2009, citizens that have auxiliary farming facilities and engaged in gardening, animal breeding will get trading stalls in all retail trade market-places according to the simplified procedure specified by the body of state power of the subject of the Russian Federation.

Order of the Federal Customs Service No. 536 of April 25, 2007 on the Endorsement of the List of Documents and Information Necessary for the Customs Registration of Commodities under the Chosen Customs Regime

Pursuant to the reorganisation of the State Customs Committee of Russia into the Federal Customs Service of Russia and handing over to it of the function of the Ministry of Economic Development of Russia of working out of the state policy and the normative and legal regulation in the customs sphere, endorses a new list of documents and information necessary for the customs registration of commodities under the chosen customs regime. According to Item 1 of Article 177 of the Customs Code of the Russian Federation, the time of processing of commodities on the customs territory is specified by the applicant in coordination with the customs body and may not be greater than 2 years. The amendments permit the Government of the Russian Federation to specify in addition the procedure of processing of commodities in excess of 2 years.
      The Federal Law is entered into force no sooner than one month after the day of official publication.

The Government of the Russian Federation specifies the rules of granting of the mentioned subsidies to the budgets of the subjects of the Russian Federation.

Federal Law No. 98-FZ of June 7, 2007 on the Amendments to Article 6 of the Federal Law on the Federal Budget for the Year 2007

Article 6 of the Federal Law of the federal budget for the year 2007 envisages sources of generation of incomes of the federal budget received in 2007.       The Decision is entered into force 2 months after the day of its official publication. Before this date, the import of the above commodities is subject to the rate of 5% of the customs cost.
