Monitoring of the Federal Legislation dated 4.05.2007

Federal Law No. 64-FZ of April 26, 2007 on the Amendments to Individual Legislative Acts of the Russian Federation Pursuant to Adoption of the Federal Law on the Amendments to the Federal Law on the Main Guarantees of Electoral Rights and the Right to Participate in the Referendum of the Citizens of the Russian Federation and to the Code of Civil Procedures of the Russian Federation, As Well As to Implement the Legislation of the Russian Federation on Elections and Referendums

The adopted Law brings a number of legislative acts in compliance with the provisions of the Federal Law on the main guarantees of electoral rights and the right to participate in the referendum of the citizens of the Russian Federation and introduces mechanisms providing for the efficiency of the electoral legislation.
      The Federal Law is entered into force from the day of its official publication except for individual provisions where another time limit for the entry into force is specified.

Order of the Ministry of Transport of the Russian Federation No. 28 of March 13, 2007 on the Endorsement of the Rules of Sale of Cargo on the Railway Transport

The manual of the railway transport of the Russian Federation permits the carriers to sell cargo independently in the absence of the consignee at the station of destination (if the consignor did not take the decision on the cargo destination and there is no opportunity to return such cargo to the consignor), in cases of failure to transfer the payment for the cargo transportation (for foodstuffs and perishable goods), cargo detention at the borderline and port transfer stations by the customs bodies or other bodies of state control (enforcement) because of violation of the rules of cargo transportation or customs rules by the consignor, as well as in some other cases.

Order of the Ministry of Public Health and Social Development of the Russian Federation and the Russian Academy of Medical Sciences No. 252/24 of April 9, 2007 on the Amendments to the Order of the Ministry of Public Health and Social Development of Russia and the Russian Academy of Medical Sciences No. 448/106 of December 13, 2001 on the Endorsement of the List of Human Organs - Objects of Transplantation - and the List of Public Health Institutions Permitted to Carry out Transplantation of Organs

According to the Law of the Russian Federation on the transplantation of human organs and/or tissues, the transplantation is permitted only in specialised public health institutions, the list being specified by the Ministry of Public Health and Social Development of the Russian Federation together with the Russian Academy of Sciences.

Decision of the Chief State Sanitary Physician of the Russian Federation No. 13 of March 27, 2007 on the Endorsement of Sanitary Rules SP 1.1.2193-07

According to the Regulation on the state sanitary and epidemiological enforcement in the Russian Federation endorsed by the Decision of the Government of the Russian Federation No. 569 of September 15, 2005, the sanitary and epidemiological enforcement in the Russian Federation is vested in the Federal Service of Enforcement in the Sphere of Protection of Consumer Rights and Human Well-Being, its territorial bodies and other federal bodies of executive power and their territorial bodies (including the Ministry of Internal Affairs of Russia, Ministry of Defence of Russia, Federal Service of Execution of Punishments of Russia, Federal Medical and Biological Agency of Russia) rather than state sanitary and epidemiological service being a joint federal centralised system of bodies and institutions.
      Sanitary rules SP 1.1.2193-07 are entered into force from June 1, 2007.
